Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Howell Instruments, of Fort Worth, TX for the procurement of two (2) first article units and eighteen (18) production units for a total quantity of twenty (20) base units with an option quantity of ten (10) units of the AV-8B F402 Engine Inlet Guide Vane (IGV) Test Set (P/N H648). This effort will include the source data, a logistics package, and training for the IGV Test Set. This is required for the support of the AV-8B F402 Engine. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.302-1. The Government does not own current data, drawings or other specifications to permit full and open competition. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
