- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is a follow-on requirement for non-personal guard services, to include equipment and personnel, at USAGs throughout Germany. The requirement is currently operating under contract W912CM-09-D-0015. The anticipated award would be for a Five (5) month mobilization period, one (1) year base, and three (3) one year option periods. This is not a request for proposals or quotes. The Government is seeking capability information from interested offerors under NAICS Code 561612, capable of providing guard services throughout Germany. The Government will not pay or reimburse for the submission of this information. The 409th Contracting Support Brigade (CSB), is seeking information and sources of potential contractors interested and capable. Interested Contractors should submit their responses indicating their interest and capabilities for the requirements stated below: -Non-Personal Guard Services at U.S. Army Garrisons throughout Germany. -Guards duties include: installation access control, roving security patrols, explosive detection dog teams, intrusion detection system monitoring (unarmed), pass and badge control, and personnel security escorts. -There are several 24/7 coverage posts at each Garrisons. -Contractor will provide all necessary equipment required in order to perform the services on this contract. -Any Awardee will be required to comply with Host Nation Laws. SOFA status will NOT be authorized for this procurement. -Past experience on a Non-Personal Guard Services with the following standards: o400-2,000 total armed guards oPerformed in an OCONUS environment oPerformance must have been within the past 5 years -A DRAFT Performance Work Statement (PWS) has been included in this posting. THIS IS A DRAFT ONLY. The final PWS will be included in the forthcoming solicitation and will be the version used to evaluate any offer received as a result of the solicitation. In accordance with FAR clause 52.237-1-Site Visit, a site visit and question and answer session is tentatively scheduled for August 2013. These dates and the location will be finalized in the solicitation upon release. Offerors are urged to attend the site visit to familiarize themselves regarding all general and specific conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. No more than two (2) individuals per company may attend the site visit.
