Description
J & A for SDSH This request is made in accordance with AIDAR 706.302-70(b)5 and has been prepared by USAID/Haiti for a contract extension by the Health Office. The nature and/or description of the action being approved: This is a request to approve an extension to contract with Management Sciences for Health (MSH). Under this action, the "Santé pour le Développement et la Stabilité d’Haiti II (SDSH II)" project, implemented by MSH, will continue provision of a basic package of essential health services at 164 sites, providing access to basic health care services, including HIV and TB, to approximately 45% of the Haitian population; MSH will also continue to strengthen Departmental-level capacity to manage and monitor health service delivery. The extension will provide for continued activities for a period of two months (August 1, 2013 to September 30, 2013) and will provide for two additional months (October 1, 2013 to November 30, 2013) for project close out which was not programmed in the SDSH II contract. Description of the supplies or services required: The primary purpose of the extension is to continue support for these service delivery sites, ensuring that approximately 4.4 million people will benefit from continued access to basic health care and life-saving care (e.g. provision of antiretroviral medication to persons living with HIV, emergency obstetrical care). Services required under this extension include continuing the provision of a basic package of essential health services to 164 sites and providing support to Haiti’s 10 departmental health directorates to manage and monitor service delivery. The last two months of the extension will be dedicated to project close out.
