- Market Research Questionnaire Draft Required Task Request for Information / Sources Sought Document 1. THIS RFI/SS IS FOR INFORMATION AND PLANNING PURPOSES ONLY. The Government is seeking industry input from all sources at this time to determine what resources are available and if there are capable small businesses for a Total Small Business set-aside. Interested Small Business concerns are highly encouraged to respond to this request. The applicable North American Industry Classification System (NAICS) for this requirement is 541611 with a size standard of $14.0M. 2. In support of the Department of Defense (DoD), Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services necessary to perform Counter Narcoterrorism & Global Threats (CN>) support. The contractor shall provide Program Management and Technical Support. Technical Support consists of the following: • Inspection and Delivery/Quality Assurance Support • Acquisition Documentation and Administrative Support • Professional, Management, Administrative, Analytical and Program Support Projected operating locations may be in CONUS (Newport News, VA and other CONUS locations) and OCONUS (Kabul, Afghanistan and other OCONUS locations). There is a potential to incorporate additional locations at a later date, or to eliminate some locations based on changing requirements within CN>. The contractor may be required to provide the task listed in Attachment 1. 3. The Period of Performance will cover a two week Phase-In, 1-Base Year, and 2 One-Year options. The Government is contemplating a Cost-Plus-Fixed-Fee (CPFF) contract to fulfill these requirements with expected award on or about 8 January 2014, with the two week Phase-In beginning 13 January 2014 - 26 January 2014, and actual performance start date of 27 January 2014. 4. A draft Statement of Objectives (SOO) will be posted with this RFI/SS on or around 22 April 2013 for comments and recommendations. 5. Please include the following information about your organization in your response: a. Name of Organization, Company Cage Code, DUNS, Address, Point(s) of Contact with telephone number and email address; b. Size of Business (Small or Large) and any Small Business Status (8(a), HUB Zone, veteran-owned, women-owned, etc.); c. Please indicate which NAICS code(s) your company usually performs under Government contracts for this type of requirement; d. GSA schedule holders should identify their GSA schedule information which supports the services described in this RFI/SS. 6. If your firm is capable of providing the requirements described in this RFI/SS, please provide a Capability Statement to Mr. Jim Robinson, jim.robinson@langley.af.mil, by 20 May 2013, 1300 EDT. The Government plans to consider all information submitted in response to this RFI/SS and use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documents will not be made available. The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar efforts to meet the program objectives and be no longer than four (4) pages in length. Along with the Capability Statement, please respond to the questions located in Attachment 2, Market Research Questionnaire. 7. Again, please be aware that this RFI/SS is issued for informational and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. AMIC is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside of the government.
