Description
This is a notice to inform industry that the Air Force will issue a draft Request for Proposal for the Air Force Medical Service (AFMS) OCONUS (Outside the Continental United States) Medical Services Support program, Solicitation FA8053-13-R-0002, ON OR ABOUT 9 MAY 2013. The Government's requirement is to provide services for Military Treatment Facilities (MTFs) in England, Germany, Italy, Portugal, Turkey, Japan and Korea. The scope of the work will provide three broad ranges of services: 1) personal services contract requirements consistent with DFARS 237.104(b)(ii)(A)(1), to fill staffing shortfalls at medical treatment facilities (MTFs) with qualified clinical personnel (e.g., physicians and nurses) for the treatment of military health system (MHS) beneficiaries; 2) non-personal services contract requirements including any occupations that support the operations of the medical facility such as appointing, coding, medical records, transcription, referral/utilization management and clerical support. The program may also include highly technical positions such as biomedical equipment repair technicians, industrial hygiene technicians and materials handlers, and 3) advisory and assistance service (A&AS) contract requirements in accordance with FAR 37.2 and may include: project managers, analysts, subject matter experts, consultants, program integrators, beneficiary counselors, patient administration specialists, medical financial advisors, healthcare administrators, group practice managers and support in the areas of division planning, programming, operations, public relations and human capital management, clerical, technical, and oversight. These services are currently provided in the United States and territories under separate contract vehicles: Clinical Acquisition for Support Services (CLASS), Medical Support Services (MSS), and Consultant, Advisory, and Technical Services (CATS). The OCONUS contracts will be Indefinite Delivery, Indefinite Quantity, Multiple Award Contracts (MACs). The Air Force requests industry comment on the draft RFP to include the evaluation criteria, number of awards, NAICS, and service summary. This source selection will be a full an open competition, and the Buy American Act does not apply. All vendors that submit proposals will be required to follow the Health Insurance Portability and Accountability Act (HIPAA), along with applicable security and credentialing requirements. In accordance with FAR 52.204-99, all offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/) in order to be eligible for award. Registration requires a DUNS number and may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Instructions for registering are available at the SAM website. The OCONUS program's Industry Day will be held on 23 May 2013, from 8:00-16:30 at the Hope Hotel and Conference Center, Building 823, Area A, Wright-Patterson Air Force Base, OH 45433. Companies must register for this event using Survey Monkey (http://www.surveymonkey.com/s/M2PZ9WH) by 3 May 2013 to establish seating requirements. During the industry day, the Air Force will be looking for input on the draft RFP and input especially on the country specific special clauses. Attendance at industry day is voluntary and at no cost to the Government. Meeting charts and questions will be posted to this pre-solicitation site following the meeting for non-attendees.
