Description
The VA Pittsburgh Healthcare System intends to issue a Request for Proposals (RFP) for Project # 646-09-130, "RENOVATE BUILDING 51/ UNIT 3B AT HEINZ", at the Veterans Affairs Pittsburgh Healthcare System (VAPHS), 1010 Delafield Road, Pittsburgh PA 15215. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). All SDVOSB offerors must be verified by the Center for Veterans Enterprise (CVE) and be registered with the System for Award Management (SAM). Interested parties should also register as such on the FBO website. This project involves renovating the current Long term care unit 3B, located on 3rd floor of Building 51 at the Heinz Campus of VAPHS into an environment that will create a home-like environment for Veterans living on the unit according to the Architect's design and specifications. This goal will be accomplished using the concept of Cultural Transformation. The new VA Community Living Centers (formerly nursing homes) planning criteria represents a unique collaborative effort on the part of nursing home providers, clinicians, and others to set forth an approach to designing and building community living centers based on a resident-centered, resident-focused approach to care. The new criteria represents the best thinking of experts who are committed to transforming the culture of care in community living centers built on the notion that the design itself contributes to the well being and positive outcomes of care in such facilities. The construction cost range is between $2,000,000 and $5,000,000. The applicable NAICS code is 236220 with a small business size standard of $33.5 million. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation. The solicitation with any and all pertinent information, including specs, drawings, and amendments will be published on the Fed Biz Ops website. Proposals will be due 30 days after the solicitation is issued and the contract will be awarded no later than September 30, 2013. The Government is under no obligation to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation
