Description
This is a Sources Sought Notice for the following services related to VA Medical Center project 528A6-11-623; "Renovate CLC 2 and 3, Building 78". The VA Medical Center, Bath, New York is seeking professional engineering firms, under NAICS code 541310, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to Renovate CLC 2 and 3. PROJECT SCOPE: The general scope of this project is to renovate areas of Community Living Centers (CLC) 2 and 3 to provide a better environment for the patients and their families. CLC 2 & 3 is located on the second and third floors of building 78 respectively. The renovations will include creation of a new floorplan, and associated work to accomplish the following: 1.Accomplish private or semi-private patient rooms with adjacent bathing and toilet facilities, in accordance with all state and federal guidelines for nursing home care. 2.Provide family and dining areas on each floor. 3.Provide space for all ancillary functions required on each floor. 4.Achieve a homelike atmosphere that is conducive to patient care. 5.Provide electrical, lighting, heating and air-conditioning, IT, and other utilities that enhance the patient experience. The renovations shall include the replacement of all existing air-handling equipment in the building, and tying said equipment into the existing 1st floor operation. The renovations shall be phased to reduce the impact to existing bed numbers to a maximum of 25% of beds per phase. The renovations shall be phased to allow continued use of the remainder of the building during each phase. All designs will follow, but not limited to, VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The Bath VAMC is a campus facility with many (more than 30) buildings located on over 200 acres. Many of the facility buildings are eligible for inclusion on the historic register. CLCs 2 and 3 were renovated in 1984 and are in need of updating both from the patient comfort and care prospective. A/E SCOPE OF SERVICES 1.Provide investigative and schematic services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to renovate some spaces of CLCs 2 and 3. Services will included all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use of all of the floors and areas associated around each construction area. 2.Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Bath VAMC electronically by either email or on a CD rom. All edited specifications are to be edited to the specified project and have all impertinent specs and information removed. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop final working drawings and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5.Provide an electronic set and one (1) hard copy set of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 50% and the 100% review stage. Also, provide an electronic set and one (1) set of drawings stamped and signed by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Electronic set at 100% final stage is to be provided in both PDF and AutoCAD 2009 formats. 6.Upon completion of the 98% documents and prior to the red line and final adjustments, the A/E shall take the drawings and go completely through the design in the purposed spaces and make sure the contract drawings and specifications are doable and complete. 7.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 120 days from award of contract. 8.Provide a detailed material/labor cost estimate for construction of this project at the 100% review stage. 9.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 10.Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. 11.Provide expeditious responses to all design/conflict questions encountered during the construction term. 12.Upon completion of the project, provide a set of stamped "Architectural E1" (30"x42") as-built drawings, as well as a complete set in PDF and AutoCAD 2009 formats. The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541310. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov before award. SDVOSB firms desiring consideration must have a working office located within 300 miles of the Bath, New York city limits. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F. The estimated construction cost for this project is $5,000,000 to $10,000,000. The NAICS code for this procurement is 541310 and small business size is $7.0 million.
