- On or about 6 May 2013, this office will issue a Request for Proposals (RFP) for design and construction of the SOF BATTALION OPERATIONS FACILITY COMPLEX, PN 76367, located at Fort Carson, Colorado. The solicitation will close on or about 6 June 2013. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. The NAICS code for this project is 236220. A site visit for the project will be held. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). See SITE VISIT in solicitation Section 00 21 00. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) Design and Construct a Battalion Operations Facility and Company Operations Facility, a Regional Support Element facility, and renovate two buildings. The facilities include company administrative and readiness modules with arms vaults, classrooms, conference rooms, team rooms, and mission planning areas. Building systems will include fire detection and suppression, energy management control integrated to match the local system, unclassified and classified communications networks, protected distribution system, intrusion detection, surveillance, and electronic access control. Supporting facilities include all related site-work and utilities (electrical, water, gas, sanitary sewer, emergency generator and information systems distribution), lighting, parking, curb and gutter, sidewalks, storm drainage, landscaping, and other site improvements. Special construction includes sustainable construction features including Leadership in Energy and Environment Design (LEED) elements. Access for persons with disabilities will be provided. Comprehensive interior design and audio visual services are included. The estimated construction cost of this project is between $30,000,000 and $50,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work in the proposed number of calendar days (Not To Exceed 540 calendar days) after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
