Description
The West Virginia National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Advanced Mobility Training Area Support. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611692. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Background: The WV National Guard Advanced Mobility Training Area (AMTA) collaborating with the Mine-Resistant, Ambush-Protected (MRAP) Vehicle Rollover Risk Reduction Team (R3T) provides the Department of Defense with subject matter expertise and mobility training that implements lessons learned into current combat driver's training. As an approved Maneuver Center of Excellence, the AMTA provides a venue that supports a balanced and well-trained force by providing a platform for various types of combat and non-standard tactical vehicles in which students train in conditions similar to those that U.S. Special Operations Forces find themselves in while serving in the current theaters of operation. The WVNG Special Projects Office ensures these functions are integrated and complementary where appropriate and oversees execution of these functions. 2. Objectives: Requirement for services and products in connection with the designing, planning, preparation, execution, and assessment of programs. The Government requires experts possessing the requisite of technical knowledge, experience, education, and skills in the areas of Wheeled Mobility Training and Armed Mobility Weapons and Tactics Course. There must be at least four (4) students in order to conduct any of the training tasks listed below. Provide Training Site Support: In order to augment the training facilities at the AMTA, the contractor shall provide an additional training site suitable for classroom, tactical firearms, and mobility training instruction in a variety of outdoor venues under varying weather conditions using a variety of tactical and non-standard vehicles and weapons. A minimum of one military advisor will support the training teams when an alternate training site is in use. The military advisor will represent WVNG AMTA, speak on behalf of the AMTA and answer inquiries by customers and observers. The WVNG AMTA will be the primary training site. WVNG AMTA must approve use of the alternate/augmentee site for training. Acceptable Quality Level: The training site must be within a one-day drive of Standard, West Virginia. The site must be closed to non-military/DOD personnel and organizations. The site must consist of multiple driving tracks of at least 3 miles in length that replicates unimproved, single-track road, and non-track conditions. The site must contain a modified terrain obstacle course designed to enhance the training of specific operational techniques for specific obstacle types. The site must provide additional non-modified terrain that illustrates an open and realistic scenario. The site must contain a climate controlled classroom facility suitable for instruction of up to 24 students. The site will include weapons ranges. At a minimum, a 50 Meter paper range for 12 shooters, a 50 Meter reactive/steel range for 12 shooters, a 200 Meter paper/reactive steel rifle range for 12 shooters, a live fire 360' vehicular immediate action drill range, Lateral and Vertical moving target systems, a Live Fire 360' multi room combat/shooting house is required. The site will have an appointed Safety Officer and an AMTA approved Safety Plan on site at each training iteration. Develop, Prepare and Conduct Workshops and Training Seminars. The contractor is responsible for conducting WVNG AMTA approved workshops and training. Courses must be doctrinally correct; tasks, conditions, and standards appropriate; remediation techniques, various forms of checks-on learning, exams, etc that are relevant to the content.
