Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey. Naval Surface Warfare Center, Crane Division located at the Naval Support Activity, Crane, IN is looking for companies with the capabilities and facilities to provide Commercial Off-The-Shelf (COTS), Non-Developmental Items (NDI), or near NDI for a Multi-Bang Flash Bang Hand Grenade. Responses are requested of those suppliers who can provide Multi-Bang Flash Bang Hand Grenades that can meet or closely meet the following criteria: Multi-Bang Flash Bang Hand Grenades that produce 6 bangs and 9 bangs are desired configurations as a threshold for this program with an objective of making the device user adjustable/scalable for the number of bangs. The desired diameter for these configurations is 2.0 inches. The desired weight is 1.3 lbs for the 6 bang grenade and 1.5 lbs for the 9 bang grenade. The grenades must have a 1.5 +/- 0.5 second delay. As a threshold, the grenades must be hand safe with an objective of having the grenades top and/or bottom venting with a minimum body length of 4.0 inches. The grenades must withstand a 1.5 meter drop test, a transportation/vibration cycle, and a temperature and humidity cycle without burning, exploding, or becoming unsafe to handle or dispose of and function normally. The grenades must not produce a fragmentation or residual fire hazard. A minimized amount of smoke is desired. The grenades must meet all safety and operational requirements when subjected to all Insensitive Munitions Testing, Environmental Conditioning Testing, Safety Testing, Durability Conditioning Testing, and Hazard Classification Testing. Use of standard or qualified fuze and energetic compositions are desired. All interested parties are encouraged to submit company and product literature, white paper, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, and an estimated cost of production units, for the Government(s) consideration by 2:00 PM Eastern Daylight Time on 24 MAY 2013. The Government will be hosting an Industry Day on 26 June 2013 in Crane, Indiana at the SAIC WestGate Facility. Firms are invited to present their proposed ideas and solutions to the requirements. Following a morning session presented by the Government to provide program schedule, product requirements, and a question and answer session, contractors will be allowed a 30 minute presentation slot, after which a 15 minute Question and Answer session will occur. Firms wishing to present are asked to contact Mr. Jud Padgett telephone: (812) 854-1020, email: jud.padgett@navy.mil, NSWC Crane Division, by COB 14 June 2013 to reserve a presentation slot. Due to proprietary concerns of the presenting firms, briefers will be asked to wait until their time to present to arrive, and leave immediately following their presentation. The Government intends to record all presentations using audio and/or video equipment. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
