Description
Commercial Cold Storage Services for the Meal, Ready to Eat (MRE) purchased by DLA Troop Support for the Eastern, Central, and Western regions of the United States DLA has a requirement to procure the continued Commercial Cold Storage Services for the Meal, Ready to Eat (MRE) purchased by DLA Troop Support for the Eastern, Central, and Western regions of the United States. The Contractors shall provide the facility, equipment, supervision, and personnel to receive, store by lot, account for, and ship Government-owned operational rations. Product will be received and shipped as palletized loads, in truckload quantities. Product will also be received and shipped as partial loads in less than truckload quantities. The Contractor shall be familiar with all sound, generally accepted warehouse practices including proper handling, stacking, and storage techniques; contamination prevention; and ventilation requirements. The estimated timeframe for award of this requirement is July 2013. The contract period of performance will consist of one twelve month full performance period, and four one year option periods. This requirement will be awarded on the basis of a 100 percent small business set-aside. The Government intends to award multiple contracts resulting from this solicitation to the responsible offerors using lowest price technically acceptable source selection procedures in accordance with FAR 15.101-2 as supplemented. It is anticipated that one (1) award will be made for each region being serviced (Eastern, Central, and Western). However, an offeror may submit a proposal for each region and may be the awardee to service more than one (1) region. In no event however will an offeror be awarded a contract to service more than two (2) of the three (3) regions where this service is required. Award for each region will be made to the technically acceptable offeror with the lowest evaluated cost or price, who is deemed responsible in accordance with the FAR, and whose proposal conforms to the solicitation requirements. In the case where an offeror is determined to be technically acceptable, and offers the lowest evaluated cost or price, and who is deemed responsible in accordance with the FAR, and whose proposal conforms to the solicitation requirements for each of the three (3) regions being serviced, then this offeror would be awarded a contract to service the two (2) regions with the lowest total costs inclusive of option years. Under this scenario, servicing of the third region would be awarded to the offeror who is determined to be technically acceptable, and who is deemed responsible in accordance with the FAR, and whose proposal conforms to the solicitation requirements and who is the next to lowest priced offeror for that third region. Technical trade-offs will not be made and no additional credit will be given for exceeding acceptability. It is anticipated that the solicitation will be posted to this website on or around the week of May 6-10, 2013. Amendments to the solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the "Register to Receive Notification" function to register as an interested vendor. NOTE: All offerors MUST be registered in the System for Award Management (SAM) Database at https://www.sam.gov/portal/public/SAM/ or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
