- UPDATE: 4-19-13 Posted as Special Notice. Unclassified DRAFT PWS has been posted for comments as a Special Notice, please check W900KK-13-JIADS. If you have questions regarding the DRAFT PWS please submit in writing by COB 3 May by email to Jill Edwards and Jean Borowski. Also questions will be answered at the 8 May site visit at Eielson AFB, Alaska. This notice is to inform contractors of the full and open competition approach that will be taken for this action previously advertised in Sources Sought under W900KK-13-JIADS posted 13 Nov 12. Solicitation release is planned for summer. Industry Site Visit is scheduled for 8 May 2013 at Eielson Air Force Base, Alaska, and will require security clearances. Limit one person per company for the site visit. Parties interested in attending the site visit must provide the following information to the Contracting Officer identified below by 12:00 p.m. EDT on 24 April 2013. Information required: *Company Representative Name *Company Name *Security Clearance information *Representative's Contact information (email, telephone, mobile) *Facility Security Officer Contact information (email, telephone, mobile) Additional information reguarding site visit will be provided to the security cleared contractor POC's at a later date. This solicitation will include both unclassified and classified portions of the PWS which will comprise the total effort. There will be further instructions regarding submitting and handling of the classified portion of the PWS, which will be subject to security information verification. POC: Dennis Rogers 703-939-6762 ACQUISITION APPROACH: The Government anticipates the JIADS program will be fulfilled utilizing a full and open approach to award a competitive contract, with a combination of Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and/or Time & Materials (T&M) Contract Line Item Numbers (CLINS), in accordance with FAR Part 16.504. The Government will make the award on a Best Value/Trade-off basis. PERIOD OF PERFORMANCE: The period of performance will be 5 years total; 12 month base period with four (4) one-year options. The total period of performance will not exceed 60 months. TOTAL ESTIMATED DOLLAR VALUE: Approximately $6-$9.75M per year.
