- Draft SOW Site Visit Reservation Form 2. Solicitation Details a. This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of i. Project No.: LJYC 10-1010 ii. Project Title: Repair Ball Field Lighting (CPL-SUS) iii. Statement of Work: 1. REMOVE EXISTING BALLFIELD LIGHTING FIXTURES C/W CABLING, CB &DS BOXES, METAL SUPPORTS AND ALL ACCESSORIES. 2. PROVIDE AND INSTALL 1000W &2000W METAL HALIDE LIGHT FIXTURES C/W CABLING, CB &DS BOXES, METAL SUPPORTS AND ALL ACCESSORIES. 3. PROVIDE AND INSTALL NEW PP PANEL C/W 80 KA SPD 4. PROVIDE AND INSTALL NEW BALLFIELD LIGHTING CIRCUITS IN NEW DUCTLINES. 5. PROVIDE AND INSTALL EXTERIOR SWITCH PANEL 6. PROVIDE AND INSTALL GROUND ROD, SOLID COPPER, 3.30 M, 20 MM DIA IN NEW HANDHOLES 7. PROVIDE AND INSTALL BARE STRANDED COPPER WIRE, 50 MM2 BETWEEN PP PANELS AND GROUNDING RODS IN NEW HANDHOLES 8. CONSTRUCT NEW HANDHOLES (80 x 80 CM) C/W HEAVY DUTY LOCKABLE TYPE MANHOLE COVER 9. CONSTRUCT NEW CONCRETE ENCASED 4" PVC CABLE DUCT 10. SAW CUT AND REPATCH EXISTING CONCERETE PAVEMENTS INTERSECTING NEW DUCTLINE. 11. VERIFY AND LOCATE EXISTING UTILITIES ON NEW DUCT BANK ROUTE. 12. THE CONTRACTOR SHALL DO CABLE TESTS FOR ALL NEW CABLES PRIOR TO TERMINATE IAW NETA (NATIONAL ELECTRICAL TESTING ASSOCIATION) ATS ( ACCEPTING TESTING SPECIFICATION). 13. ALL WORK ITEMS SHALL CONFORM TO NFPA 70 & IEEE C2. b. The U.S. Government intends on awarding a firm-fixed price type contract. c. The magnitude of this solicitation is Between $100,000 and $250,000.. d. Anticipated issue date for the solicitation is within 30 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website atwww.fbo.gov. e. Potential offerors are responsible for monitoring the website for the release of the solicitation package and updated information. This notice does not obligate the US Government to award a contract, it does not restrict the US Government in its acquisition approach, nor does it obligate the US Government to pay for any proposal preparation costs. 3. Notice to Offerors a. IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE UNITED STATES GOVERNMENT INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. b. While fiscal year 2013 funds may not be immediately available within USAFE to fund this project, funds have been provided for the fiscal year 2013 Execution Plan; therefore proposal acceptance period should be valid through 30 Sept. 13 No award will be made under this solicitation until funds are available. The US Government reserves the right to cancel this solicitation, either before or after the closing date. c. All potential offerors who are interested in attending the Pre-Proposal Conference/Site Visit shall comply with the instructions outlined in the attached Pre-Proposal Conference/Site Visit Reservation Form. All interested offerors must complete and return this form no later than 26 April 2013 at 12:00 pm local time. d. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to contract award. Registration may be accomplished at http://www.ccr.gov, or telephone at 1-888-CCR-2423. e.
