Description

The Department of Commerce, National Institute of Standards and Technology (NIST), Materials and Construction Research Division, intends to negotiate a firm-fixed-price purchase order, on a sole source basis, for the renewal of 42 Annual Network Licenses for HyperWorks software from Altair Engineering, under the authority of FAR subpart 6.302-1. This Sole Source determination is based on the fact that Altair Engineering is the current provider of software for continuing research projects in related to structural performance under multiple hazards and is the only provider of maintenance for this proprietary software. The North American Industry Classification (NAICS) code for this acquisition is 511210, and the dollar standard is $25,000,000.00. No solicitation package will be issued. This notice of intent is not a request for quotation, however, interested organizations may submit their interest and capabilities, to perform the effort, by email only, to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on Friday, April 19, 2013. A determination by the Government not to compete this proposed acquisition based upon responses to this notice, is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
