- QPL The USDA Forest Service, Acquisition Management, Incident Support Branch intends to negotiate a sole source requirements contract with ICL Performance Products LP, 810 E. Main Street, Ontario, CA 91761, for the purchase of Long Term Fire Retardant used to support National Wildland Fires Suppression Programs. The Contractor will be required to provide Pre-qualified Long Term Fire Retardant F.O.B. Origin as ordered by the USDA Forest Service and Department of the Interior to locations throughout the U.S. ICL Performance Products, LP, is the only company with qualified products listed on the USDA Forest Service QPL that meet the requirements of the solicitation. The qualifications of products are handled through the Missoula Technology and Development Center (MTDC) in Missoula, MT. The purchase of Long Term Fire Retardant to support wildland fire suppression activities is authorized only to qualified products on the USDA Forest Service Qualified Products List available at: http://www.fs.fed.us/rm/fire/documents/qpl_r_r.pdf The USDA maintains a Qualified Products List for long term fire retardant in accordance FAR Subpart 9.2. To be eligible for award, offeror's must currently meet the qualification requirements as specified in the long term fire retardant specifications available at: http://www.fs.fed.us/rm/fire/wfcs/documents/304c_a3.pdf The North American Industry Classification System (NAICS) for this acquisition is 325199 and the size standard is 1,000 employees. ICL Performance Products LP is considered a large business under this NAICS Code. All responsible sources may request a copy of the solicitation and may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The above must be submitted, in writing, to the Government point of contact no later than COB May 6, 2013 at 1:00 p.m. MDT.
