- This is a Sources Sought Notice; there is no solicitation available at this time. Requests for solicitation will receive no response. This Sources Sought Notice is published for market research purposes only. This Sources Sought Notice is conducted to identify potential sources capable of meeting the requirements described below. The Lebanon Veterans Affairs Medical Center (LVAMC) located at 1700 South Lincoln Avenue, Lebanon, PA requires an in-depth Feasibility Study (FS) of Group Source Heat Pump (GSHP) systems. The LVAMC requires a geothermal study to determine the feasibility of geothermal use at other locations on the campus. The campus has approximately two-hundred and fourteen (214) acres of land with approximately forty (40) buildings. There are three (3) different geological units that lie beneath the campus which may produce various geothermal properties. At this time the LVAMC has a separate contract for a feasibility study and installation of a geothermal system for a new building that is located above one of the geological formations. The contractor is required to perform a geothermal study on the remaining two geological formations with the integration of the data/information from the already studied formation to complete a total site study. The study shall include evaluating the geothermal properties and the possible use of geothermal systems for existing buildings and new buildings. The contractor shall obtain and review available site and energy data and perform a fatal-flaw analysis of the practicable feasibility of GSHP systems at the site, as well as a preliminary economic evaluation and survey of potential incentives and funding mechanisms. The FS shall recommend system locations, and quantify potential energy conservation and cost saving opportunities. Final recommendations shall be made based on technical findings, cost considerations, and site-specific factors. The period of performance is one-hundred and twenty (120) days. The applicable NAICS Code is 541690 and the size standard is $14.0M. ADDITIONAL INFORMATION: The Government will neither award a contract solely on the basis of this notice nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This notice does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. If the Government decides to award a contract for this or related effort, a solicitation will be published and posted on the FedBizOpps website.
