- SIR POSTING AND ANNOUNCEMENT OF MANDATORY SITE VISIT - DTFAAC-13-R-20123 Federal Aviation Administration “ HVAC control upgrade at Hector International Airport Traffic Control Tower, in Fargo, North Dakota. The Federal Aviation Administration (FAA) has a requirement for the HVAC control upgrade at the Hector International Airport Traffic Control Tower, in Fargo, North Dakota. All work shall be accomplished in accordance with the attached Specifications and Drawings. It is anticipated that a firm-fixed-price type construction contract will be awarded as a result of this solicitation. FULL AND OPEN COMPETITION WILL BE UTILIZED FOR THIS REQUIREMENT. The NAICS code applicable to this requirement is 236220 Commercial and Institutional Building Construction. The business size standard for this NAICS is $33.5 million. ONLY THOSE PROPOSALS SUBMITTED BY OFFERORS WHO ATTEND THE MANDATORY SITE VISIT WILL BE CONSIDERED. ***PLEASE NOTE: IF YOU ATTENDED EITHER OF THE PREVIOUS SITE VISITS HELD ON 12/12/12 OR 3/14/13, YOU ARE NOT REQUIRED TO ATTEND AGAIN.*** The MANDATORY PRE-BID SITE VISIT will be Thursday, MAY 09, 2013 at 10:00 a.m. CST located at the tower building at 3101 Dakota Dr., Fargo, North Dakota, 58102. All prospective attendees should contact Lori Lemons, via email: lori.lemons@faa.gov or Ph.405)954-5487, by Tuesday MAY 07, 2013 at 3:00 p.m. CST. Contractors must be registered with the System for Award Management,SAM) www.sam.gov on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." Offerors must complete and return the Business Declaration Form attached at end of Section K of the SIR. The FAA reserves the right to review and verify each offerors program eligibility. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
