Description
Sources Sought for Provide a complete set of water line site drawings for the Coatesville VA Medical Center Campus and provide a design to install a new double check valve backflow prevention assembly on the city water connection. Project No. 542-13-115. This is not a request for proposals. This announcement is being issued to request two copies of an SF 330 from qualified and eligible 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONCERNS. The VA Medical Center in Coatesville, PA is seeking professional A/E services for the for the complete working drawings, GENERAL SCOPE OF WORK. The consultant shall provide all labor, tools, and materials, architectural and engineering services as defined to accomplish complete drawings, specifications, and technical reports for the following work: A. Provide a complete set of water line site drawings for the Coatesville VA Medical Center Campus. Drawings shall start from the VA well and end at the entry point of each building. The city water main valve for the cross over connection shall be the starting point for the city water lines. System isolation valves shall be included in the drawings. GPS coordinates shall be taken and noted on the drawing for reference. Accuracy of the water line routing and valve locations are important for this portion of the project. B.Provide a design to install a new double check valve backflow prevention assembly on the city water connection. The design shall include replacing existing gate valves at the service entry point. The complete design for the backflow preventer is due in 45 days from notice to proceed. Provide a schematic isometric drawing of the water systems in both VA well house and city pump house. Valves shall be identified by number on the drawings; and consultant shall provide brass tags for each respective valve on a stainless steel chain to attach to each respective valve. Each brass tag shall be stamped with the respective valve number. The drawings shall include a description of operation of the systems, as well as standard operating procedures to make the switch from city to public water; and public to well water. Drawings shall include electric schematic of all monitoring systems from sensors to display panel. The description of operations shall include monitoring systems and water tower level gauges. C.Provide a complete site survey of the front hill. The front hill survey shall include water lines, sewer line, electric, and communications. The survey should be completed from a company specializing in underground utility identification. i.e. soft dig. (PA One call does not have records of VA utility systems.) The survey of the front hill shall be documented on a drawing(s) to include locations and depths of all utilities. D.Provide a schematic drawing of the domestic hot water system in the following buildings: 1, 2, 4, 6, 7, 8, 9, 38, 39, 57, and 138. The drawings shall include the domestic hot water system from heat exchanger to discharge point, including the hot water circulation loop. Dimensional accuracy is not as important as the general routing of the loop and general location of each respective discharge point. A/E services to include: site investigation and design development; working drawings & specifications; cost estimates; construction period services; and site visits. A/E will provide 50% design submission, 100% design submission, and final submission. The work shall meet all applicable VA design criteria and construction standards. The estimated cost for this A/E service is between $25,000 and $100,000. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Contracting Officer 542/90C, VAMC, 1400 Blackhorse Hill Road, Coatesville, PA 19320 by close of business, May 20, 2013. NAICS 541310 and $7M applies. This is not a request for proposals. This procurement is set aside 100% for Service Disabled Veteran Owned Small Business. All interested firms must be registered in System for Award Management (SAM) at www.sam.gov and must be verified by the Center for Veterans Enterprises (CVE) on VetBiz.gov Vendor Information Pages at www.vetbiz.gov as a SDVOSB firm.
