Description
THIS IS A SOURCES SOUGHT NOTICE ONLY (Sources Sought Number: W912HP-13-S-0022). This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, and to determine whether to set-aside these requirements for small business concerns including firms certified as HUBZone, 8(a), Economically Disadvantaged Woman-Owned Small Business, or Service-Disabled Veteran-Owned Small Business. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. United States Army Corps of Engineers, Charleston District is specifically seeking Architect-Engineer Small Business concerns with current relevant qualifications, experience, personnel, and capabilities to perform a wide variety of A/E design services primarily for the support of the Defense Logistics Agency (DLA) program but will also provide services for other customers within the Charleston District. Charleston District's area of responsibility includes: a.federal work for various agencies within the State of South Carolina, b.federal agencies throughout the US, c.overseas locations for the Defense Logistics Agency. The IDC contract is as follows: Multi-discipline A/E firm to support CONUS/OCONUS work. The anticipated contract will provide for a full range of planning, architectural, engineering, program management, and construction management (Title II) support services to support the network of the Defense Logistics Agency (DLA), Defense Distribution Centers (DDC) at all CONUS and OCONUS locations. Potential projects may include: inventory and definitive facility assessments; comprehensive planning; project planning; space utilization studies; interior design; energy studies, fire protection system testing and analysis; facility engineering investigations and; preparation of facility renovation and repair project design documents. The contracts will support the DLA DDC facility design, construction, program management, project management, and construction management mission. Experience with facility related engineered management systems (EMS) software such as Vertex or a similar facility inventory and assessment system is essential. Projects may be for a single facility, the repair/rehabilitation and/or new construction of a single facility and/or a large group of facilities. Design task orders could range from very small less than $25K to $5 million dollar multi-building projects. This requirement is being procured in accordance with the Brooks A-E Act, as implemented in FAR Subpart 36.6. See paragraph 3 for general information on the A-E selection process. Firms will be selected for negotiations based on demonstrated competence for selection criteria. The North American Industry Classification System (NAICS) 541330; size standard $14 million. Contracts may be issued up to one year after selection approval. Typically, the contract will be for one basic ordering period and four option periods with a total contract limit not to exceed $9,900,000. All capable Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether Small Business Set - Asides are an acceptable strategy for this procurement. Interested Small Business concerns should, as early as possible but not later than close of business on 02 May 2013, indicate interest in the requirements by providing the contracting office a capability statement and a positive statement of eligibility as a Small Business concern. The capability statement shall include the following: Specify and describe the ability to meet the requirements outlined in this notice: Provide project data on 3 projects that demonstrate experience on DLA facilities with a minimum ECC of $5 million within the last 10 years. Also provide ACASS Reports and or References for projects submitted. DUNS number CAGE code Notification of interest must be submitted in writing via email; phone calls will not be accepted.
