- Sources Sought Notice This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small businesses under the size classification relative to the North American Industry Classification (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The U.S. Army Corps of Engineers (USACE), Portland District will award a Firm Fixed Price contract for the daily/weekly performance of sewage sampling and testing at Schwarz Park drain field (Dorena Lake) and Cottage Grove Lake sewage treatment and effluent irrigation facilities. In order to operate a sewage treatment plant and effluent irrigation facility, two (2) Department of Environmental Quality (DEQ) permits are required for sewage sampling and testing. Per the Oregon Administrative Rule 340.49.0015 item 6, a supervisor shall be on-site within 45 minutes of notification per schedule D, paragraph 6.c. of the required DEQ permit quote mark Water Pollution Control Facilities permit number 1 02152 quote mark. A certified operator and supervisor are required for sewage sampling and testing. DEQ lists requirements for certification compliance for what will constitute a qualified supervisor. For certification compliance, the operator to whom the system owner has designated the authority to establish and execute operational practices and procedure is the system supervisor. This operator must have full and active responsibility for the daily on-site technical operation of the wastewater treatment system. The supervising operator is not required to be on site at all times, but must be available to respond on-site at the request of the owner or any other operator. This contractor must be able to perform all testing and analysis required by the permit. Delta Environmental Services, Inc. is the only company at this time that can meet the DEQ requirements, they meet the location requirement of being able to respond within 45 minutes, and they are certified in treatment system operations at a level I equal or higher. This was confirmed by a DEQ representative, Mr. Dan Wiltse, Oregon DEQ Water Quality. DEQ is not aware of any other business that meets the state certification, can perform the tests and analysis required by the permit, and that would be able to respond within the time needed. The Period of performance shall be 1 May 2013 thru 30 April 2018. This purchase will be made under the Simplified Acquisition Procedures in accordance with FAR 13.501(a)(2). This is not a request for quotations. Interested parties may submit capability statements and qualifications and certifications for this requirement. All information received will be considered solely for informational purposes. This announcement constitutes a notice of intent for a contract action, not a solicitation. The Government's determination not to compete this proposed contract action is based on market research previously conducted. Contractors responding to this shall submit the minimum following information to Michael I. Grasso: Michael.I.Grasso@usace.army.mil. The NAICS code for this requirement is 562998. The size standard is $7M. The FSC Code is H399.
