- Description
- The Pentagon Force Protection Agency (PFPA) requests support to maintain its external modeling system (EMS) for the Chemical, Biological and Radiological (CBR) Systems Program (CSP). Currently, robust contaminant fate and transport models are used to determine threat zones in and around the Pentagon Reservation and predict the local impacts of CBR releases to buildings and populations in the vicinity of the Reservation. The EMS integrates data inputs from several sources in the National Capital Region (NCR), assets from the Science & Technology In Atmospheric Research Institute (STAR) headquarters in Boulder, Colorado and near real-time measurements from the local light detection and ranging (LIDAR) system to provide immediate and accurate predictions of contaminant plumes in and around the Pentagon Reservation. These predictions are critical to implementing the protective and mitigating functions of the CSP. The contractor shall provide all required services and materials to successfully maintain the current Exterior Modeling System (EMS) capability. The current capability provided by the EMS is a 24/7 mission critical asset of PFPA and is capable of supporting modeling needs for the Pentagon Reservation and other locations within the National Capital Region. Activities required to maintain this capability include (but not limited to) the following: Program management support; EMS System Operations & Maintenance; Information assurance activities ; User training for end-users and administrators; Data importation and validation; System architecture, technical, and training documentation production; Special studies to support operations of the system. Minimum experience is 6 to 8 years in the areas above. All personnel working on the contract must have a secret clearance at a minimum. Interested contractors shall submit a capabilities statement addressing the above areas. In addition, the contractor must provide the highest dollar value contract awarded and completed within the last 2 years; the highest security clearance project the company has worked on; state whether you were a prime contractor or sub-contractor. This is not a Request for Proposal. An award will not be made from this announcement. Interested parties are requested to submit a Capabilities Statement addressing all of the areas above as a minimum. All submittals will become the property of the Government and not returned.
