- Notice of Intent to Negotiate on a Sole Source Basis The Centers for Disease Control and Prevention (CDC) intends to negotiate on a sole source basis, under authority of FAR 6.302-1 with Computer Sciences Corporation(CSC) to provide the National Institute of Occupational Safety and Health (NIOSH), World Trade Center Health Program (WTCHP) with continued support services. Specifically, the goal of this negotiation is to convert the work currently being performed under a Time and Materials vehicle to a hybrid cost plus fixed fee/fixed price contract. The revised requirement will complete the remaining period of performance with a 3 month base, two one year options, and a 7 month option with an end date of April 2016 (The end of current legislation). The contractor shall provide health care program management, call center, and claims processing support services related to requirements implemented by the Zadroga Act, which was signed into law on January 2, 2011. The current requirement include: - Program Management, Data Management, Analytics, Decision Support, and Reporting Services. - Medical, and Pharmacy Benefits Management - Claims System Operations and Maintenance - Medical and Pharmacy Call Center Operations - ICD 10 Software Enhancements CDC believes that CSC, with its experience in working the current contract, is uniquely qualified to meet the requirements mandated by the Zadroga Act and is the only responsible source because it possesses the resources and personnel to provide continued support of the World Trade Center Health Program and implement support without delay or risk to performance. Unacceptable delays in fulfilling the current requirements would occur as a result of re-competing this procurement, and there would be substantial duplication of cost that could not be recovered through competition. This duplication of cost would include a transition period of at least six months. During this transition period a new contractor would need to establish and implement systems to perform the above referenced activities. This includes development of new claims processing systems and procedures, as well as the establishment of a pharmacy benefits program. Under present legislation, this program is not funding beyond 2016. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. No solicitation document exists for this requirement. However, any firm that believes it is capable of meeting this requirement must submit technical and pricing documentation sufficient to determine capability in providing the same or similar support. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based on responses to this notice is solely within the discretion of the CDC. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is June 15, 2013.
