- PLEASE READ THE ENTIRE ANNOUNCEMENT TO ASCERTAIN WEBSITE ADDRESS TO DOWNLOAD PROJECT DOCUMENTS AND PROJECT DETAILS BEFORE EMAILING FOR INFORMATION. The Department of the Interior, National Park Service (NPS) intends to issue a Request for Proposal (RFP) P13PS00161 on or about May 8, 2013 to acquire a new or used pontoon or catamaran aluminum river expedition boat and trailer to be shipped to the Lowell National Historical Park (LNHP), Lowell, Massachusetts 01852 with a primary purpose of accommodating school groups engaging in education/science related activities and a secondary purpose of being used for chartered group tours. The vessel shall be a Twin-Hull Aluminum style vessel with new twin two-stroke gasoline outboard engines. The vessel will be operated in the Merrimack River near Lowell, MA, upstream of the Pawtucket Dam. The boats design and construction (hull, machinery, and electrical systems), shall comply with current U.S. Coast Guard Code of Federal Regulations, Subchapter T and American Boat and Yacht Council standards, where applicable. Detailed drawings are required for any newly constructed vessel or for any used vessel where modifications to the vessel will be made. Boat shall be delivered as a complete turn-key unit ready for service. Used boats shall be no more than 15 years old and must first be inspected by an independent certified marine surveyor and an inspection report must be provided to the LNHP. Further used vessel inspection details and vessel specifications will be provided in the RFP. Paper copies of the solicitation will not be issued but the solicitation will be available on the FedConnect website (https://www.fedconnect.net/FedConnect/Default.htm) without further notice on or about May 8, 2013. This effort will be solicited as a Total Small Business Set Aside, Firm Fixed Priced type under NAICS code 336611 Ship Building and Repairing with a 1,000 employee size standard. Evaluation criteria will be provided in the RFP and award will be determined to the responsible offeror representing the best value to the Government. All responsible sources may submit an offer which shall be considered by the agency. No hard copies of the solicitation will be mailed or issued. It is therefore, the contractors responsibility to check the internet site daily for any posted changes to the solicitation plans or specifications. It is the responsibility of all offerors to acknowledge ALL amendments to the solicitation. No response to this notice is necessary and no source list will be maintained. Prospective contractors must be registered in the System for Award Management (www.SAM.gov) system prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. It is recommended that your firm register immediately in order to be eligible for award. This announcement does not constitute the solicitation.
