Description
The U.S. Army Contracting Center (ACC-NJ-ET) on behalf of Armament Research, Development, and Engineering Center (ARDEC) of Ben t Laboratories, Watervliet Arsenal, Watervliet, NY, is conducting a market survey to identify potential sources of equipment for measuring and recording time-resolved mass loss information during millisecond (0.5 ms to 10 ms) laser pulse heating. During the laser pulse heating, some materials may lose mass due to thermal degradation and ablation and a system that can measure this mass loss in real-time is desired. The capabilities described below are OBJECTIVE requirements. It is recognized that a system having all of these capabilities may be impractical, and that some trade-offs may be necessary. The OBJECTIVE system shall include: 1.Time resolution: The ability to record weight changes of a material with microsecond time resolution. If a laser pulse is 0.5 ms in length, for example, the system would need to collect data on the weight loss of the sample fast enough so that data points could be collected to provide a useful mass loss curve. It is expected that this could be accomplished with 10-50 microsecond resolution or better (objective). 2.Mass resolution: The system would need to be able to measure mass changes on the order of 1 microgram (objective), or resolution of 10 micrograms (threshold). The sample will be losing material as a result of being hit by a laser pulse and the effects of this need to be incorporated into the mass measurement. 3.Max sample weight It is desired that the system can hold a sample that weighs several grams (objective) with an area on the order of 1 cm2. The system is preferred to not contain any obstructions above the sample. This allows the laser pulse beam to have access to the sample top surface for heating. If absolutely necessary, this could be altered. Allowing the system to be tilted is also a preferred capability. 4.Data collection: The system must be able to collect the mass data and transfer the data to a laptop computer where data can be analyzed in mass change vs. time format. 5.Triggering: It is desired that the system could be triggered from the laser or function generator to start collecting data (threshold). 6.Installation and onsite training services 7.Minimum 1 year warranty from installation This announcement constitutes an official Request for Information (RFI). Any information or brochures submitted will be used for planning purposes only and shall not be considered as a Request for Proposal or as an obligation on the part of the Government to purchase the mass loss measuring system. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract (see FAR 15.201(e)). No funds have been authorized, appropriated, or received for this effort. Responses: Interested organizations should submit a company brochure or a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Responses will be reviewed by Benet Laboratories personnel only and will be held in a confidential manner. Submitted documentation will not be returned. Any and all information provided shall include system specifics including the following: a. Time resolution b. Mass resolution and information on the maximum weight of sample that can be measured c. Method used to measure the mass change d. Representative mass vs. time data plots Submission Information: Responses to the RFI must be received no later than COB 1600 EST on May 17, 2013 via email.
