- VA245-13-R-0023 DCJOC IDIQ Solicitation Additional Questions Question 33: Per the STATEMENT OF WORK on page 6 of the RFP, the "Contractor's office or satellite base must be operational prior to award ¦" Please provide the criteria for what is considered a satellite base (i.e. distance to VAMC DC, etc). There are no criteria for satellite office. Question 34: Is there an existing JOC at the DC VAMC? If so what is the average annual volume and average Task Order size? Previous JOC contracts have been used in the past with a maximum dollar value of $5 Million. The funds on the previous contracts have been used; therefore, this is the reason we are establishing a new contract. Estimated number of task orders will vary due to funding availability Question 35: Per paragraph c. of ORDERING PROCEDURES the Contracting Officer can require a proposal to be turned in 5 work days after requested by the contracting officer. Due to the joint scoping that may be involved with this JOC, please advise if that requirement can be changed in the absence of an agreement to the proposal shall be submitted within (5) workdays "after the site visit or after a scope of work is agreed upon, whichever happens last". This paragraph is very clear, but could be looked at on a task order basis. Question 36: Can the Site Superintendent be appointed the SSHO and the QC Manager as well if he or she possesses the required qualifications? Reference qualifications of the QC Manager. Question 37: Item 36 "Contractor Parking on the DC VA Campus" indicates that no parking is allowed on campus. Does this apply to weekends? If so, then please advise the procedure for accessing the campus. Per paragraph 31, contractors will not be permitted to work on Saturday, Sunday or Federal holidays unless otherwise authorized in writing. As paragraph 36 states: park at Soldiers and Sailors home and take campus shuttle. Question 38: Per the EVALUATION PROCEDURES/PROPOSAL SUBMISSION REQUIREMENTS Section A Paragraph (1) a one-sided original and three (3) copies of both the technical and price proposal are required in the submission. As it is not specified, please confirm the copies are to be one sided as well. Since the original is one-sided, the copies should be one-sided as well. Question 39: Please advise if the Past Performance required by FACTOR 1 - TECHNICAL CONSTRUCTION MANAGEMENT CAPABILLITY MULTIPLE PROJECT EXPERIENCE on page 32 of the RFP is referencing single projects or overall contracts such as MACCs, IDIQ, JOCs, SATOCs, etc. It's asking for your company to demonstrate work experience in handling multiple projects in one location and provide that the requested information for projects for the past three (3) years. So if you're company has had a MACC, IDIQ, JOC, SATOC, than you can list projects that were performed in one location, but you have to list them individually. Question 40: Please confirm the full Quality Control Plan shall be submitted, reviewed, and approved within 60 days of award as per CONTRACTOR QUALITY CONTROL on page 19 of the RFP. Full CQC is required to be submitted, reviewed and approved within 60 days of award and prior to commencement of work. Question 41: Please confirm an overview of the contractors Quality Assurance/Quality Control Plan satisfies the proposal requirement MANAGEMENT APPROACH on page 34 of the RFP. Provide as much information as you can to satisfy the requirement of MANAGEMENT APPROACH on page 34 of the RFP Question 42: Please advise if there is a limit on the number of PPQs submitted with for FACTOR 2 - PAST PERFORMANCE. Only one (1) PPQ is required, the RFP does not state a limit of PPQ. Question 43: Per FACTOR 3 - RATING DEFINITIONS on page 36 of the RFP all contractors except the 3 contractors with the first, second, and third lowest bids will be considered Unacceptable for Factor 3. Please advise how this rating method fits into a best value determination. This will be acquired as best value to the government. Question 44: Per Paragraph 2.11 Safety or Environmental Violations and Experience Modification Rate the bidder is required to submit information regarding their past Safety and Environmental record. Please advise as to where in the proposal this information is to be submitted. In the Technical Proposal Question 45: Please advise approximately how many projects will have ICRA requirements? This will be determined as needed per task order Question 46: Please clarify what documents (i.e. bid bond, reps and certs, etc) are to be included in the sealed Price Proposal package? Please provide as much information as needed to satisfy the requirements of the RFP
