- This is a Request for Information (RFI) for Commercial products in accordance with the Federal Acquisition Regulation (FAR) 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs (VA) is not seeking proposals and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned. The Department of Veterans Affairs VA Pittsburgh Healthcare System 646 intends to award a contract for the below supplies. The reagents will be name brand or equal to Ventana manufactured products, which are currently being used in the VAPHS 646. The appropriate NAICS code is 3354516 with a size standard of 500 people. Questions: (1) Is your company currently providing similar supplies to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside of the federal government). (2) Identify your company's Small Business size status based upon the applicable NAICS code of 3354516. The Small Business Size Standard for this NAICS code is 500 employees. Large Business Small Business Concern 8(a) Small Disadvantaged Business (SDB) Woman-owned Small Business Historically Underutilized Business Zone (HubZone) Veteran-Owned Small Business (VOSB) Service-Disabled Veteran-Owned Small Business (SDVOSB) (3) The Government has selected the applicable NAICS code for this effort based upon the type of supplies to be provided to The VAPHS 646. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. (4) Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member's capabilities and prior experience as it relates to the requirements set forth below. (5) Is your firm currently registered in VA's Vendor Information Pages (VIP) database? Yes ____ No ____ (6) List any General Services Administration (GSA) Schedules or Government-Wide Acquisition Contracts that you are currently performing under. Submittal Information The VA is looking to receive input from vendors capable of providing supplies and may submit a capability statement, no more than five (5) pages, for your company. Please enclose cost estimates. Please also denote the business size for North American Industry Classification System (NAICS) code 325413. Please include company name, company address, and DUNS Number. Structure of Responses: Responses are requested no later than 12:00 PM EST on April 26, 2013, via email to Jesse.Rumbel@va.gov The purpose of this announcement is to identify any possible sources that can provide the exact items identified below. There has been a documented 19% increase in the ordering of certain antibodies and reagents corresponding to increased overall workload in the VA Pittsburgh Healthcare System 646 Histology Laboratory. These exact supplies are needed to prevent a delay in patient care or to prevent outsourcing the test(s). This procurement is to provide biochemically engineered monoclonal and polyclonal antibodies, conditioners and reagents specific to Ventana equipment i.e. Ventana Benchmark XT, Benchmark LT and Benchmark Ultra machines. The antibodies and reagents utilized in VAPHS facilities Ventana immunostainers must be an exact match that is capable of being used in said machines. Procurement of these reagents and supplies is needed to support the testing of samples and proper diagnosis of patients. The reagents are used exclusively for the specific diagnosis of disease, tumors and rare medical conditions. Please see attachment for a list of supplies required.
