Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R13PS30204) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) number 2005-66. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 561621 Security Systems Services (except Locksmiths). The small business size standard for NAICS Code 561621 is $19.0 Million. (v) Line item 0001 - 1 Job, Airport Hangar Fire System Upgrade. The Performance Work Statement (PWS), Attachment 1 and 3, provides more detailed information about the requirement and is attached to the RFQ. Line item 0002 - 1 Job, Fire Suppression System and Fire Extinguisher Maintenance. The PWS, Attachment 1 and 4, provides more detailed information about the requirement and is attached to the RFQ. Line item 0002AA - 4 Each, Quarterly Inspections of Fire Suppression System (Sprinklers). Line item 0002AB - 1 Each, Annual Maintenance of Fire Suppression System (Sprinklers). Line item 0002AC - 12 Months, Monthly Inspections of Fire Extinguishers. (vi) The Bureau of Reclamation has a requirement for a contractor to repair, modify, upgrade/update the existing Fire Protection System deficiencies (using current/latest Fire Codes), on an "as-needed" basis, perform monthly/yearly fire extinguisher checks, on an "as-needed" basis, and to maintain the fire suppression system, on an "as needed" basis. (vii) The performance period should begin on or about Friday, May 20, 2013, and end on or about May 19, 2018. Work shall be completed at the designated Lower Colorado Regional Office Building(s), in Boulder City, NV 89005. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (ix) Determination of award will be based on the lowest-priced responsive quote from a responsible offeror. The Government intends to issue a single Blanket Purchase Agreement (BPA) for all work associated with this award. (x) FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items Offerors are advised include with their offer, a completed copy of the provision 52.212-03, or indicate completion of the provision online. Offerors may complete the annual representations and certifications online at https://www.sam.gov/. (xi) FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items. (xii) FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. (xiii) Additional contract requirements include the following clauses and provisions: 52.204-13, Central Contractor Registration Maintenance 52.232-99, Providing Accelerated Payment to Small Business Subcontracts (DEVIATION) 52.242-15, Stop-Work Order 52.252-06, Authorized Deviations in Clauses 1452.237-80, Security Requirements, Information Technology/Compulsory Protection of Sensitive Information and Security Access Requirements Reclamation Invoicing Submission Requirements (xiv) Not Applicable (xv) All questions shall be submitted via email to jschilke@usbr.gov no later than Monday, May 6, 2013. Offers are due Friday, May 10, 2013 by 4:00 P.M., local time. Responsible offerors are requested to submit a quote for this requirement. Offers shall be submitted electronically through FedBizOpps or via email to jschilke@usbr.gov. (xvi) The Point of Contact for this solicitation is Ms. Jennalyn Schilke.
