Description
******PLEASE CONTACT MARY BRINKLEY/ARCS ONLY FOR ALL TECHNICAL QUESTIONS OR CONSIDERATION REGARDING THIS ANNOUNCEMENT. MARY BRINKLEY'S/ARCS CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION****** NASA/MSFC has a requirement for the development of specialized insulators for small tactical motors and reactivation of the NASA Marshall Space Flight Center (MSFC) Rubber Compounding Laboratory. Competition is impractical for the following reasons: 1) ATK-HSO (Huntsville Space Operations) is the only entity capable of performing development of specialized-proprietary insulators and nozzle ablatives needed for advancement of compact and lightweight designs for motors in tactical missile systems required by the U.S. Army Aviation and Missile Research Development and Engineering Center (AMRDEC). Specific insulators and nozzle ablative materials of interest to AMRDEC and NASA MSFC are considered ATK proprietary materials developed in an earlier NASA/MSFC contract effort. 2) The specific insulators and nozzle ablative materials of interest to AMRDEC and NASA MSFC were identified as potential candidates in an earlier NASA MSFC contract effort. As such, the specialized insulators are considered ATK proprietary materials developed via NASA contract.This effort will test articles produced in the earlier effort and further advance the state-of-the-art insulator and nozzle ablative development. Preliminary testing indicates that there are no other rubber-based insulators available from alternative vendors that have salient properties which are equivalent to or which exceed the capability of the specialized ATK-HSO insulators. 3) The MSFC rubber lab equipment, required for further-in-house development of motor insulators, has recently relocated and requires reactivation. ATK-HSO has personnel with extensive prior experience operating this specific equipment that are uniquely qualified to determine if the equipment is operating properly via a series of test operations involving compounding of insulators typical of manned space flight and tactical motors. ATK personnel participated in past Operational Readiness Inspections (ORIs) for this same equipment in the previous location and will play a role in providing the NASA Safety with the necessary evidence and justifications for allowing reactivation of the rubber lab. For this reason, there are no other entities qualified to provide support for reactivation of the MSFC rubber laboratory. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. local time on April 30, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
