Description
This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to provide non-personal technical support for Deployment of Performance-Based Technologies for Mechanistic Empirical (ME) Pavement Design and Resource Responsible Materials Design. The objective of this project is to stimulate, facilitate, and expedite the adoption of: performance-based technologies for ME Pavement Design; new and innovative resource responsible asphalt mixtures (R 2 AMs); and associated practices to improve life, performance, cost effectiveness, safety, and user satisfaction. Resource responsible practices include asphalt mixtures containing: high recycled asphalt pavement (RAP), recycled asphalt shingles (RAS), ground-tire rubber (GTR), Warm Mix Asphalt (WMA), and combinations of recycled products. The specific work to be performed shall include but not be limited to the following: Develop a practitioner's guide on the performance testing of resource responsible asphalt mixtures (R 2 AMs) such as WMA and recycled asphalt pavement (RAP) and reclaimed asphalt shingle (RAS) asphalt mixtures; Develop a practitioner's guide on the use of performance testing of WMA and High recycled mixes with RAP and RAS in ME pavement design and related analysis. This guide will use the testing procedures and results from the previously developed practitioner's guide, and also consider regional conditions that affect performance testing and ME pavement design when using resource responsible asphalt mixtures; Support the national implementation and deployment of the AASHTO Pavement-ME Design system; and Provide implementation and deployment activities on practitioner's syntheses. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a single Cost Plus Fixed Fee contract. The anticipated period of performance shall be within 48 months from the effective date of the contract and should Government elect to exercise the option to extend services then period of performance will not exceed 60 months from the effective date of the contract award. Offerors must have an accounting system that is adequate for determining costs applicable to the contract or order. This requirement is full and open competition pursuant to NAICS code 541330 with a size standard of $14.0 Mil. Any questions regarding this synopsis should be directed to Dana W.
