Description
This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to provide non-personal technical support for Addressing Challenges in Intelligent Construction Systems and Technologies (ICST). The objectives of this project are to address gaps identified for ICST from project development through construction and to develop guidance for State highway agencies to assist them in determining how best to use ICST to improve accelerated delivery. The study shall cover various types, sizes and scopes of transportation projects using ICST delivered by State highway agencies. The study involves collecting, organizing and analyzing data from various State highway agencies and other facility owners using ICST. Under this contract, the contractor shall address the following: Develop design procedures, design manuals, applications, etc. for highway agencies to properly generate accurate 3/4/5 D models for downstream uses in construction and other phases of project delivery standardized base; Document ICST success stories and best practices, and best uses for individual technologies; Document the types of costs and resources required by industry and agencies for implementation of these technologies, and their associated return on investment; Document the ICST challenges in the areas of surveying, utilities, real time verification, and data management and provide a technology development plan to address the challenges and opportunities encountered in the project. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a single Cost Plus Fixed Fee contract. The anticipated period of performance shall be within 15 months from the effective date of the contract. Offerors must have an accounting system that is adequate for determining costs applicable to the contract or order. This requirement is full and open competition pursuant to NAICS code 541330 with a size standard of $14.0 Mil. Any questions regarding this synopsis should be directed to Dana W.
