- Description: This notice is a Sources Sought announcement being conducted in support of market research. PLEASE NOTE, THIS IS NOT A FORMAL SOLICITATION OR REQUEST FOR QUOTE/PROPOSAL. THIS IS SIMPLY A REQUEST FOR INFORMATION. The U.S. Army Contracting Command, New Jersey, Soldier Weapons (ACC-NJ-SW), on behalf of Fort Devens Police Department, is conducting a market survey to identify potential sources to provide two (2) thermal imagers with accessories in a kit configuration. Each kit should include the Thermal Imager, a Case, a Transmitter, a Receiver, a Monocular Eyepiece attachment, an Attachment that provides video-out functionality and auxiliary power ports for extended operations, a Spare Battery, and a Battery Pack. Characteristics (Thermal Imager): The thermal imager should enable the observation and surveillance of heat signatures of objects, people and other sources while conducting tactical surveillance. It should enable the capability to distinguish people from their surroundings. It should be able to operate in black out conditions with no light. It should allow detection of objects regardless of smoke or fog. It should be waterproof to enable operation under rainy or wet conditions. It should provide detection up to a minimum range of 400 meters. It should have quote mark white hot quote mark and quote mark black hot quote mark capability. It should have the capability to turn off display monitors when needed to avoid detection. It should be able to resolve objects from one-half meter out. Characteristics (Kit Accessories): The case needs to be ruggedized and waterproof to increase survivability under austere observation and surveillance conditions and it needs to be mobile and transportable. The case must include a method of affixing and cushioning the components of the kit as they are stored in the case, in order to prevent damage during vehicular transit or man-portable movement. The transmitter should have the capability to share images remotely. The receiver should have no cords, excessive or bulky antennas, should have multiple channel capability, and be able to operate at a distance. The monocular eyepiece should have the capability to eliminate backlight on the user's face; and be easily attachable and detachable. The kit should have an accessory that allows video-out functionality and auxiliary power ports for extended operations when attached to an external power source. The kit should contain a spare battery and a battery pack. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by completing the questions outlined below. This is a sources sought notice only and should not be construed as a Request for Proposal or a commitment by the U.S. Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. Interested sources should submit their qualification data to include their capabilities within seven (7) calendar days of this notice.
