SOURCES SOUGHT NOTICE: THIS IS NOT A SOLICITATION; no award will be made as a result of this request. This request for information is for information purposed only; this is not a Request for Proposal (RFP). All interested parties are encouraged to respond to this Sources Sought Notice. The Government will not pay for information and materials received in response to this posting and is in no way obligated by the information received. This is NOT A REQUEST FOR PROPOSAL. Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the technology, qualification, and capabilities to satisfy one or more of the performance and technical objectives described in the attached draft PWS (located under additional information, additional documentation). The following questions should be answered within the white paper response: 1.What socioeconomic category does the company fall under? 2.Would you intend to be a Prime of Sub? 3.Which part of the PWS would you subcontract? 4.Can the vendor demonstrate positive past performance in delivering a comprehensive resilience training curricula including quote mark train the trainer quote mark content for military/DoD personnel and family members? 5.Does the vendor have an evidence-based curriculum available for delivery at the time of the contract award? 'Evidence-based' means that the curriculum has been scientifically tested and that the findings demonstrating efficacy have been published in peer reviewed publications and professional journals. 6.Does the vendor have the capability to develop a resilience training curriculum for military commanders and senior leaders? 7.Does the vendor have curricula designed to train four levels of resilience trainers (i.e. quote mark Master Resilience Trainer quote mark (MRT, Level 1), quote mark MRT Facilitator quote mark (MRT-F, Level 2), MRT Assistant Primary Instructor (MRT API, Level 3) and MRT Primary Instructors (MRT-PI, Level 4)? 8.Does the vendor have the inherent subject matter and academic expertise to routinely revise resilience training course curricula incorporating emerging resilience concepts and psychological research findings? 9.Does the vendor have highly qualified instructors (Master's or PhD in relevant field) with at least 6 months of experience delivering resilience training to designated Army/DoD personnel and family members? 10.Is the vendor capable of delivering up to six iterations of level one classes for 180 MRT students per class per year including all logistical support requirements? 11.Is the vendor capable of delivering up to four iterations of level two classes for 40 MRT-F students per class per year including all logistical support requirements? 12.Is the vendor capable of delivering up to four iterations of level three classes for 15 MRT-API students per class per year including all logistical support requirements? 13.Is the vendor capable of delivering up to three iterations of level four classes for 10 MRT-PI students per class per year including all logistical support requirements? 14.Does the vendor have the capability to provide level 2, 3 and 4 MRT trainers for Mobile Training Teams that conduct CONUS and OCONUS classes for up to 120 personnel 14 times per year? 15.Does the vendor have at least 18 months of experience training resilience to military communities? 16.Is the vendor capable of providing all of the specifications outlined in this questionnaire by 20 September 2013? The white paper should also discuss related company experience and include point(s) of contact. The white paper should be prepared in MS Word, limited to ten (10) pages, and submitted electronically to the contracting specialist sabrinna.r.cosom.civ@mail.mil. The company shall be responsible for any costs associated with preparing responses to this market research. All requests for further information must be made in writing via email; telephone requests for additional information will not be honored.
