- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division, on behalf of Edgewood Chemical Biological Center (ECBC) and the Defense Threat Reduction Agency (DTRA), intends to issue a Request for Proposal (RFP) on or about 29 March 2013 for the Sensitive Site Exploitation Automation for Improved Operations (SSEAIO) Capabilities Definition. The Government intends to issue this RFP as a Total Small Business Set-Aside, in accordance with (IAW) FAR 19.5. Requirements of this effort include the identification of Sensitive Site Exploitation (SSE) Automation candidate technologies that provide improvements in the core capability areas of mobility, dexterity, system interfaces, autonomy, and communications. A tradeoff analysis of the technologies identified for each core capability area is also required. The ultimate objective of the effort is to further the cause of removing the Warfighter from danger through advances in automation. The Government intends to make a single, Cost-Plus-Fixed-Fee award from the RFP. The total period of performance will be six (6) months after date of contract award. Proposals will be evaluated in accordance with FAR 15 Contracting by Negotiation and FAR 16.3 Cost-Reimbursement Contracts. The NAICS code assigned to this acquisition is 541712. The RFP will be available on the Federal Business Opportunities (FedBizOpps) website on or about 29 March 2013. All interested parties may access the website at https://www.fbo.gov. The announcement number W911SR-13-R-0007 will be the controlling document for preparation and submission of proposals. All responsible sources may submit a proposal to be considered for award. The Government is in no way liable to pay for or reimburse companies or entities that respond to this RFP. In accordance with FAR 52.204-7, submission of an offer indicates awareness of the requirement that a prospective awardee shall be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. The solicitation will be issued electronically; no hard copy will be issued. Amendments, if any will be posted at the same location as the RFP. It is the responsibility of the offeror to obtain all amendments and applicable documents. The response date published with this synopsis is the estimated closing date. The actual closing date for submission of proposals will be stated in the solicitation when issued. Comments concerning this notice should be submitted in writing to the Points of Contact below.
