- The United States Army Contracting Command Aberdeen Proving Ground (ACC APG) intends to negotiate and award a sole source contract Modification to Alliant Tech Systems (ATK), Armament Systems Division, 4700 Nathan Lane North, Plymouth MN, 55442-2512. The purpose of the basic contract is to design and develop the Individual Semi Automatic Airburst System (ISAAS), commonly referred to as the XM-25. The goal is to allow the warfighter to engage defilade targets with a high degree of accuracy. The proposed contract Modification consists of the following: 1) Develop and implement system design changes to establish an open system component design for critical electronics and optics, reduce integration complexity of components, and lower system life cycle costs. 2) Conduct verification activities to demonstrate that any improvements have not adversely affected already baselined system performance. VENDORS MUST HAVE ACCESS TO THE PROGRAM TECHNICAL DATA PACKAGE AND TECHNICAL DRAWINGS ATK is the only source capable of meeting the demands added by the Modification. At this time the Government has determined NOT to compete the proposed additional efforts on a full and open basis. A final decision may be based upon responses to this special notice, and is solely at the discretion of the Government. Vendors must identify their interest and their capability no later than 12:00PM Eastern Standard, 07 May 2013. Any information submitted should detail the offerors capability to provide the services required, and shall be furnished at no cost to the Government. Please provide written documentation to indicate a bona fide capability. In this instance an offeror shall document access to the requisite technical information.
