Description
RFQ Amendment 3 extends the response date from 23 APR 2013 at 1:00PM to 30 APR 2013 at 1:00PM. All other terms and conditions remain as a result of this amendement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The U.S. Coast Guard (USCG) intends to issue multiple firm fixed priced (FFP) contracts using the procedures of FAR Part 12. This announcement constitutes the only solicitation; firm-fixed-price quotes for the purchase of the components listed in attachment 1 are being requested for the U.S Coast Guard's upgrade to the HC-130H Long Range Surveillance Aircraft. A written solicitation will not be issued. All quotes shall be submitted via email (only) no later than 1PM EST, April 30, 2013 to Michelle.Taninecz@uscg.mil and Augustus.Patterson@uscg.mil. This is a small business set aside procurement based on the Small Business Administration (SBA) class waiver for Non-Manufacturing Rule (NMR) dated 24 August 2012 for North American Industry Classification System Code (NAICS) 336413 with a size standard of 1,000 employees. A Wholesale Trade or Retail business concern submitting an offer or a quote for a supply acquisition such as this is categorized as a non-manufacturer and deemed small if it has 500 or fewer employees and meets the requirements of 13CFR 121.406. The U.S. Coast Guard plans to award multiple contracts and negotiate only with authorized small business dealers and/or distributors of Rockwell Collins and Honeywell components. All quotes submitted by responsible sources will be considered by the agency. Traceability to the OEM or authorized distributors is a requirement for any offeror. Pre-award traceability requires the submission of a copy of the quote received by the offeror from the OEM or authorized distributor. Post-award traceability requires full documentation demonstrating the complete line of ownership before the product is shipped. All traceability documentation shall be un-redacted. As defined by FAR 52.211-5 - Material Requirements; all components must by manufactured from "New" material. Reconditioned, recovered, remanufactured or used material is not allowed.
