Description
The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to remove and install emergency lighting and exit signs at the USPS Processing & Distribution Center and Vehicle Maintenance Facility, 1050 Forbell Street, Brooklyn, New York. Estimated cost of the work is between $750,000 and $1,750,000 with construction completion no later than two hundred forty (240) calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting for this project on May 2, 2013, at 10:00 a.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Sal Saieva, Manager, Maintenance, at (718) 348-3516. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. The successful offeror will be required to submit a project specific Management Plan. Requests for Information (RFI) must be submitted to Project Architect Zeyad Abwini of CH2M Hill, Inc. at zeyad.abwini@CH2M.com by 3:00 p.m., May 10, 2013. Responses are expected to be issued by May 13, 2013. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide examples comparable interior lighting replacement projects in an occupied commercial / manufacture type building completed within the past five years between $750K and $4M. Issuance of Notice of Award and Notice to Proceed is predicated on available funding for the project commencement. The U. S. Postal Service is not responsible for any costs incurred during the proposal process if the project is not awarded for any reason. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing process. If your organization wishes to participate in this solicitation, the following are instructions on how to participate: If your company is already registered in Emptoris, please contact Margaret M. If your company is not already registered in Emptoris and wishes to participate in this solicitation, please contact Margaret Zorn at margaret.m.zorn@usps.gov or (860) 285-7138 or Eileen Walker at eileen.a.walker@usps.gov or (860) 285-7217 and request Emptoris registration instructions. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Supplier must then request an invitation from USPS NFCCMT. A separate electronic message will be sent inviting them to participate in the solicitation. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to May 15, 2013 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
