Description
The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of the U.S. Special Operations Command (USSOCOM) is conducting a market survey to identify potential sources for procurement of a shoulder fired, disposable, wall breaching weapon system. System Requirements and Desired Objectives: 1.The required system weight is 29 lbs (20 lbs desired). 2.The required system length must not exceed 3.5 feet (3 feet or less total overall length is desired) and incorporate a Picatinny Rail System for attaching sighting devices. The required effective range is 100 meters and 200 meters is desired. 3.The required deflection/obliquity angle measured perpendicular to the centerline aim point of the target is 15 degrees, 30 degrees desired. 4.The weapon system must be capable of creating at minimum, a 40 quote mark X20 quote mark breach hole at deflection angles specified with one shot (maximum of two shots allowed) in triple brick walls, 32 quote mark adobe walls and 8 quote mark -10 quote mark concrete reinforced walls (does not include taking out rebar) at the effective range. 5.It is desired that the weapon system have the ability to create a 42 quote mark X28 quote mark breach hole at deflection angles specified with one shot and breach walls ranging from single masonry block filled with brick veneer, double CMU block filled, double brick, triple brick, 32 quote mark thick adobe, and 8 quote mark -10 quote mark concrete reinforced wall with rebar (does not include taking out rebar) at the effective range. 6.The system must meet minimum concrete/brick strength of 5000 psi. 7.The weapon system does not need to be Fire From Enclosure (FFE) capable although a FFE capability is desired. 8.The weapon system must achieve an accuracy requirement of 6 quote mark max deviation from point of aim at the effective range. 9.Additionally, the weapon system must meet all requirements listed in MIL-STD-2105D and MIL-STD-331C. 10.A fully developed weapon system is required, and delivery is not to exceed 4-6 months from when the order is placed. 11.The delivered weapon system must be production representative hardware. 12.The weapon system must be sufficiently rugged to remain safe, operational and effective following exposure to the rigors normally associated with military operations, including air delivery and salt water submersion. Item Status: Information shall be provided that shows item production status. It shall include information on the design, fabrication and tests completed to validate the design. Test reports demonstrating the capabilities of the system shall be provided at no cost to the US Government. Note that the Government is seeking production grade rather than a prototype system. Cost/Schedule: Actual or anticipated production unit costs for the system shall be provided. Safety Program: Information shall be provided on existing system safety engineering capability and experience in meeting U.S. Army, Navy and Air Force health and safety requirements. Industrial Preparedness: Information shall be provided on system availability, including a summary of facilities and tooling available to support future development and current production. Production history for the shoulder fired system shall be submitted to demonstrate past performance, with emphasis on work performed for the U.S. Government. Acquisition Teaming: Information shall be provided describing experience in teaming with a customer, to include level of involvement with emphasis on participation in U.S. Government defense acquisition teams. Any additional related information and topics are also encouraged to be included. All responses to this survey must address the areas identified above in addition to the system requirements and desired objectives in Microsoft Office compatible form in the English language. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. All information is to be submitted at no cost or obligation to the Government. The Government is not obligated to notify respondents of the results of this notice.
