Description
The following questions were posed by a potential offeror: 1. Anticipated funding level/Period of performance: FY-13/14/15 vs. 18 month POP. What is the proposed schedule for this effort? 2. Would a modern form of Hybrid Turbo-Compound Combine Cycle (50% BTE) engine technology be acceptable? 3. What scale is most desired for the technology demonstrator? 40 hp Shadow 200 UAV propulsor. 135 hp Warrior UAV propulsor. 400 hp ducted propulsor with vectored thrust for universal applications. (ie: module suitable for both rotor wing/fixed wing and airships.) 4. What percent cost share is anticipated under the TIA? 5. Any chance for an extension on submitting this proposal? 6. Will there be a chance for an oral presentation to answer any questions within proposal? The following are the answers to the above questions: 1. Period of Performance is 18 months as stated in the BAA. Effort shall begin in the final month(s) of FY13 and conclude in FY15. 2. The intent of this BAA is to solicit advanced engine/power system concepts that provide the propulsion and power needs of future Army aviation platforms. Whether that can be achieved through the use of turbine, reciprocating, or other propulsion technologies is up to the offeror's unique technical capabilities. 3. The BAA is seeking advanced engine/power system concepts in the 40-10,000 shp class as stated in the BAA. 4. As stated in the BAA, under TIAs or OTs, it is DoD policy to obtain, to the maximum extent practical, cost sharing of half the cost of the project to ensure the recipient has a vested interest in the project's success. 5. No extensions for proposal submission will be granted at this time as the BAA has been publicly available since 18 March 2013. 6. The period for open communication on this BAA has passed and no further oral communication between potential offerors and Army personnel is allowed.
