- Limited Source Justification This acquisition was conducted under the authority of Section 201 of the Federal Property Administration Services Act of 1949 (40 U.S.C.501) Multiple Award Schedule Program FAR 8.401 and is justified by facts and rationale required under FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The subject contract was awarded, on April 2, 2013, as a time and material task order against GSA contract GS-23K-0081 as Task Order HSCG44-13-F-PC2036 to Lockheed Martin Integrated Systems Incorporated on a sole source basis. In accordance with FAR 8.405-6(a)(2)(i)(B)(1), the limited source justification is hereby posted. The contract was awarded for a base period of 11 months with two 12 month option periods for a total of 35 months. The total estimated value of the contract, including the base and all options is $6,903,876.12. Time and material orders are authorized by FAR 8.404(h)(3)(i). A time and material order was utilized in the case as it was not possible at the time of placing the order to estimate accurately the extent or duration of the work or the anticpated costs with any resonable degree of confidence. A determination and finding to support the use of a time and material task order has been executed iaw FAR 8.404(h)(3)(ii)(A) and is being maintained in the contract file.
