- Description of services JOFOC This is a notice of intent to award a Sole Source, firm-fixed price contract to McKinsey & Company, Inc. Washington D.C. 1200 19th Street NW Suite 1100 Washington DC 20036, for "Ongoing advisory consulting services and IT project expertise supporting CADE 2 program leadership through ongoing supporting tasks." The contract will be awarded against GSA Contract GS-10F-0118S under MOBIS SIN 847-1 Integrated Consulting Services. The expected period of performance will consist of one 9-month base period (May 3, 2013 - February 2, 2014) and one 3-month option renewal period (February 3, 2014 - May 2, 2014) Orders placed under Federal Supply Schedules are exempt from the requirements in Part 6. However, an ordering activity must justify its action when restricting consideration of schedule contractors to fewer than required in 8.405-1 or 8.405-2. The applicable authority permitting to limit sources for this award is in accordance with FAR 8.405-6(a)(1)(i)(B). As cited in FAR 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Justification (JOFOC) is included as an attachment, as is a description of the services required. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interests and capability to provide the services in this requirement by 5:00EST on May 1, 2012, to Paul Garner via email at Paul.V.Garner@irs.gov. The contractor information received from this notice will be used solely to determine whether competitive procedures will be used. In accordance with FAR 5.203(a)(1), the Contracting Officer has determined that a notice posting period of less than 15 days is reasonable and necessary for this acquisition of commercial services.
