REDACTED JUSTIFICATION AND APPROVAL Solicitation Number: F1S0AE3043B001 April 24, 2013 Notice Type: Special Notice Synopsis: Notice of Contract Action PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT & MATERIAL OFFADD: AFTC/PZIEA Directorate of Contracting, 5 South Wolfe Avenue, Edwards AFB, CA 93534 SUBJECT: MD400C Herley-Lancaster C-Band Transponder SOLICITATION NO: F1S0AE3043B001 DUE: 14 April 2013 POC: Kim Rabatin, (661) 277-7707 phone Contract Award: FA9302-13-M-F008 The following products will be procured: CLIN 001, Part # 500002-27, Model # MD400C, Herley-Lancaster C-Band Transponder 6 each DESCRIPTION: The Air Force Test Center (AFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR 13, Simplified Acquisition Procedures, under the sole source authority FAR Subpart 13.5 Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as implemented by 10 U.S.C. 2304(g) & 2305 & 42 U.S.C. 253 (g). Highly specialized equipment is being procured and award to any other source would result in substantial duplication of cost to the Government that cannot be recovered through competition. Award to Herley Lancaster, 3061 Industry Drive, Lancaster, PA 17603 in the amount of $183,296.00, will Satisfy Agency Requirements. Award on or about 15 Mayl 2013. Herley Lancaster is the sole manufacturer of the required supplies to support the T-38, C-12 and F-16 programs. It was Herley Lancaster that designed and developed this device for missile, aircraft and drone testing 25 years ago. Significant investment toward the upgrade coupled with re-qualifications testing, enhancement and improvement has occurred. The MD400C Radar Transponder is a general purpose augmentation device used to enhance the tracking capability of C-band radars. Utilizable primarily for range tracking and safety functions, the MD400C is suitable for use on both manned and unmanned vehicles. The transponder is applicable to aircraft, missiles, space launch vehicles, sounding rockets, and drone targets, both sea and airborne. The design of the MD400C utilizes the latest in modern devices and circuitry. It is all solid-state, except for the magnetron, to provide a reliable product with extremely long operating life. With the following features: 400 Watt typical peak power output; Long life magnetron transmitter; Sensitive superheterodyne receiver; Small, less than 43 cubic inches (705 cubic cms); Lightweight, less than 43 ounces (1220 grams); Tunable over 5.4 to 5.9 GHz; Adjustable internal delay; Reverse polarity power lead protection; Single and double pulse interrogations; Adjustable code spacing and built-in duplexer for single antenna operation and protection from high antenna reflections. The 857-2C, variable power dividers were developed for use in missiles and other airborne vehicles. It is designed to divide the output power of a radar transponder equally between two antenna elements mounted in airborne vehicles and connected through unequal lengths of coaxial transmission lines. With the power divider adjusted to compensate for unequal cable losses, equal power will be radiated by each element of the two element array. Minimum input VSWR is less than 1:3:1 and is tunable over the frequency range of operation. With the following features: developed for use in missiles and other airborne vehicles; designed to divide the output power of C and X-band radar transponders equally between two antenna elements. The NAICS code is 334511/750 employees. This is not a request for competitive proposals and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No costs will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received within 15 days of the publication of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement. If the office has not received any affirmative written responses by Close of Business (COB) STATED BELOW a Sole Source, Firm Fixed Price Contract will be accomplished with Herley-Lancaster 3061 Industry Drive, Lancaster, PA 17603. Place of Contract performance: 307 E. Popson Ave, Bldg 1400 RM 413, Edwards AFB, CA 93524. F.O.B. Destination. Delivery Schedule 4-5 months, after receipt of offer. This is not a small business set-aside. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Anticipated Award Date is 15 MAY 2013.
