- Notice of Intent to Negotiate on a Sole Source Basis with SCIENTIFIC COLLECTIONS INTERNATIONAL The Department of Health and Human Services, Assistant Secretary for Preparedness and Response (ASPR), Office of Acquisition Management Contracts and Grants (AMCG) intends to negotiate on a sole source basis with Scientific Collections International for a Firm Fixed Price contract under the authority of FAR part 13 for a three year membership for Scientific Collections International (SciColl). SciColl is an initiative that has developed under the auspices of OECD's Global Science Forum (GSF) with the goal of creating a global interdisciplinary coordinating mechanism for scientific collections. These include specimens and samples in permanent archival repositories that cover the full range of scientific disciplines, including but not limited to biology, biomedicine, earth sciences, and applied fields such as agriculture, environmental science, and technology. Membership provides: • Access to a global forum through which to provide input on public health needs for specimen collections internationally; • Access to a global network (realistic as well as digital) through which to rapidly mobilize and utilize scientific collections should there be a disaster event which requires specimen resources; • Access to specimen curators/expertise for workforce needs in this resource area during potential events. The Smithsonian has been designated as the secretariat for the organization. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible interested parties may submit information if they believe that they can provide services described above. Interested parties must provide convincing documentation that shows their ability to perform the required work. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. Submissions should be received by 05/01/2013 by 2pm via email to Bridget Gauer at bridget.gauer@hhs.gov
