- NASA/NSSC has a requirement for Broad Based Surveys. NASA/NSSC intends to purchase the Broad Based Surveys from Scott Madden, Inc., 2626 Glennwood Avenue, Raleigh, NC 27608.Pursuant to FAR 13.106(b), the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. The data collected in the past is a required element of the new broad-based surveys. The firm already possesses the data within relevant systems, and can leverage this information to minimize upfront costs. Alternative sources would need to ingest past-years data into a new solution. The efforts to do so would require duplication of cost and government resources the government has previously paid to collect and house this data. This data is a requisite to provide trend analysis and comparative analysis of previous years customer satisfaction (via baseline and/or broad-based surveys) with the new data collected from the 2013 broad-based Surveys. 2. The survey design created and developed in consultation with the NSSC during previous contracts will be leveraged to formulate the design for this years surveys. The cost of development by any alternative vendors would require duplication of costs and government resources that the government has previously paid to develop. 3. Interfaces and technical solutions required for the collection of data within the NASA (NSSC) environment will use previously used survey instruments and methodologies for survey deployment and analysis. Any deviation from the previous methodologies would be cost prohibitive and require a complete development and approval of a new solution. The time investment alone would prevent the Agency from achieving desired results. Furthermore, the cost of development is not in the best interest of the Government in a financially constrained environment therefore it is imperative to utilize a solution that the government has previously paid to develop. The Government intends to acquire the services using procedures in FAR Part 13.106. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4 p.m. Central Standard time on May 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
