- Badge Application Safety Instructions Guidelines for Contractors and A&E Firms Location for Plans and Specifications Solicitation SB1341-13-RP-0060 SOLICITATION NOTICE FOR COMMISSIONING AUTHORITY ENGINEERING SERVICES FOR CONSTRUCTION PROJECT TO REPLACE BURNERS OF BOILERS 1 TO 4, BUILDING 302, CENTRAL UTILITY PLANT AT THE NATIONAL INSTITUTE OF STANDARDS & TECHNOLOGY GAITHERSBURG, MARYLAND The National Institute of Standards and Technology (NIST) Gaithersburg, Maryland campus is a Research and Development (R&D) facility with 52 buildings located on a 232 hectare site. The NIST site has approximately 3,424,353 GSF of floor space including R&D, office, and service areas. The majority of R&D buildings are technically sophisticated laboratory facilities with specialized environmental and utility systems required for research and experimental activities. NIST Campus facilities are provided chilled water, steam, and compressed air from a centralized utility generation plant located on the campus. Commercial high voltage electricity is received at a main sub-station and distributed radially by multiple facility spot networks. Laboratory facilities typically utilize specialized controls such as uninterrupted power, compressed gas systems, clean-room technologies and tight-tolerance air temperature control systems for the conduct of research and experimental studies. The Central Utility Plant (CUP) has undergone a major re-capitalization program to upgrade and expand installed equipment, facilities, and control systems over the last 3 years. Steam is produced at 150 psi by up to six steam generators located in the CUP (4 nameplate-rated at 44,000 lb/hr and 2 rated at 80,000 lb/hr). There are four (4) Union Iron Works boilers at 55MBtu/hr and two (2) English Boiler & Tube, Inc. at 99.8 MBtu/hr currently installed and operational. All boilers are dual-fired for natural gas and No. 2 fuel oil. NIST has a current requirement to replace boiler burners and install economizers for the original four 44,000 Lb/HR Boilers with an anticipated April 2013 award. New installed boiler equipment and controls must be commissioned and tested to strict industry standards during start-up of each boiler, and comply with the Maryland Department of Environment air discharge permit limitations for each steam generator as it is installed. NIST is seeking qualified professional firms that have the technical capability and experience to perform Commissioning Authority (CxA) Engineering Services for the government for an upcoming construction contract to replace burners on boilers 1 to 4 of the NIST Central Utility Plant (CUP), including new economizers with forced draft fans and integration of burner and combustion controls with existing plant controls systems. The principle field of professional expertise will be mechanical with a technical emphasis on industrial boiler/steam generator systems and controls. The selected firm will provide a competent individual/team with specialized qualifications that include experience and past performance in the commissioning and start-up of Industrial/Central Utility Plant (CUP) equipment and systems (industrial boilers, industrial fan-driven economizers, pumps), direct digital and pneumatic control systems, and supporting ancillary systems (natural gas fuel trains, oil fuel distribution, variable frequency drives) similar to the scope and complexity of this construction project. A detailed Statement of Work for the CxA Engineering Services is attached for the requirement. Categories of required services are: o Perform construction document (peer) review o Develop project specific commissioning plan o Develop testing checklists and schedule o Conduct performance verification (witness) testing o Lead commissioning team meetings o Develop, maintain, and track to completion the Issues Log o Compile and maintain all commissioning and testing data and documentation close-out The contract will be a Firm Fixed Price to the selected firm. The offeror's fee proposal shall provide a breakdown of labor hours, fully burdened labor rates, and all required administrative, safety, and travel expenses for each task category for commissioning requirements. The offeror must demonstrate in their response to this solicitation the following specific technical capabilities: 1. Related Commissioning Authority Experience: NIST will evaluate the extent to which the offeror's response demonstrates experience in successfully completing related projects that meet specialized technical criteria of the solicitation requirements within the past eight (8) years. Specific types of specialized commissioning services projects include: a. New construction start-up and commissioning of a central utility plant with two or more boilers with economizer generating a combination 150,000 lbs/hr steam minimum load. Plant equipment dual-fired (gas or fuel oil) with high pressure steam (150 psig) distributed externally to at least 5 buildings physically separated and interconnected by steam supply, return and condensate loop system. b. Renovation or modernization start-up and commissioning involving burner replacement for two or more boilers of a central utility plant with or without economizer, generating a combination 150,000 lbs/hr steam minimum load. Replaced burners and burner controls on each boiler are dual-fired ( gas or fuel oil) with high pressure steam (150 psig) distributed externally to at least 5 buildings physically separated and interconnected by steam supply, return and condensate loop system. c. Replacement of industrial boiler control systems for multiple (two or more) boilers involving boiler commissioning, performance testing, burner management systems integration and verification of burner fire rate curves and control functions. A minimum of two (2) related projects are required. If the offeror intends to subcontract part of this requirement, the subcontractor(s) information shall also be provided with the same level of detail and relevance as the evaluation factors require for the offeror, including relevant projects and explanation as to their participation and performance in the project requirements. 2. Professional Qualifications of Proposed Staff: NIST will evaluate the extent to which the offeror's response demonstrates technical expertise and professional qualifications of the proposed CxA staff for this requirement. Individual staff resumes shall include education, training, qualifications, and experience to assess their ability to successfully complete the current requirement. The offeror shall name the specific team leader to be assigned to the NIST project as Key Personnel. The team leader proposed by the offeror must have 8 years minimum experience performing commissioning services, preferably with commercial/industrial utility plant projects, and documented satisfactory performance on at least two (2) of the projects submitted for evaluation under Related Commissioning Authority Experience. Submissions that demonstrate a correlation between the proposed team and specific qualifying projects that are submitted for evaluation under Related Commissioning Authority Experience will be considered technically qualified for selection. Only those offeror's that can satisfactorily demonstrate the technical qualifications and experience in all of the above evaluation criteria required by the solicitation will be given further consideration. The further evaluation will include verification of satisfactory past performance of the projects submitted with the response. The Contracting Officer may elect to conduct interviews with the most highly qualified offerors as part of the technical evaluation process. If your firm has technical experience and qualifications, relevant to the scope of services described above, please submit completed Form 330, U.S. Government Architect-Engineer Qualifications or similar experiential documentation to describe your technical capabilities, expertise, and specialized project experience (3 pages MAXIMIUM PER PROJECT). Offeror's shall provide: a. Complete details on your company including business profile, organizational structure, and administrative codes (DUNS, CAGE) b. Description of related CxA services projects completed by your company within the last eight (8) years including the location, contract value, project duration, primary client with contact information and servicing contract office with contact information. A brief description of the technical requirements of each project performed by your firm and correlation to the specialized experience criteria. c. Each submitted project(s) point of contact name, address, phone number and e-mail contact information. Each reference shall have direct knowledge of the commissioning services work performed by the offeror. d. Resume(s) of proposed CxA Team Leader and other team members for the project to include professional qualifications and certifications held, projects performed, and at least one (1) past performance point(s)-of-contact with their relationship to each related project. Definition of each proposed staff team member's involvement for the NIST requirements, including responsibilities and authority. e. List current firm's staffing and active/open contracts from all sources by dollar ($) amount and whether government or non-government contract. List business unit staffing for commissioning engineering services, if applicable, to the firm's organization. f. List current workload of the proposed CxA Team Leader and normal work location. Describe technical approach to meeting the site presence and response requirements in the contract. Interested sources that believe they possess the capabilities and qualifications to furnish Commissioning Authority Engineering Services are encouraged to submit a proposal in response to this solicitation.
