- Sole Source Justification This is a combined synopsis/solicitation for the Sole Source of a commercial item prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. a. Solicitation number HQ003030630002 is being issued as a Request for Quotation (RFQ) b. Provisions and clauses are those in effect through both Federal Acquisition Circular (FAC) 2005-66 effective 01 APR 2013 and DFARS Change Notice 20130412 c. Commercial Item Test Program: This acquisition was accomplished under the authority of the test program for commercial items "Section 4202 of the Clinger-Cohen Act of 1996," and "Section 822 of the National Defense Authorization Act of Fiscal Year 2013" as implemented by FAR 13.5. d. The North American Industrial Classification System (NAICS) code for this procurement is 541511, "Custom Computer Programming Services", with a small business standard of $25.5 million. e. DESCRIPTION: CLIN 0001: Tribune Media Services - Listings Data. Channel listings origination for three (3) radio channels. License Period: May 1, 2013 through April 30, 2014 CLIN 0002: Tribune Media Services - Listings data support for web and passive program guides. Performance Period: May 1, 2013 through April 30, 2014. f. Delivery and acceptance will be made at: American Forces Nework - Broadcast Center (AFN-BC) 23755 Z Street Riverside, CA 92518-2031 g. FAR Provision 52.212-1 (Instructions to Offerors - Commercial Items) (Feb 2012) applies to this acquisition. Para (k) requires current registration in the System for Award Management (SAM) (formerly the Central Contractor Registration (CCR)) database at https://www.acquisition.gov. h. The Government intends to award a Firm Fixed-Price Purchase Order as a Sole Source Procurement to contractor Tribune Media Services. in accordance with 10 U.S.C. 2304(c)(1) & FAR Part 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) for their exclusive rights television programming. The Justification for Other than Full and Open Competition is attached. i. j. Quotations must include completed copy of FAR provision FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) (Dec 2012) or indication that Representations and Certifications are in the System for Award Management (SAM) (formerly ORCA). k.
