Description
This is a sources sought notice. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose. Responses to this Sources Sought notice will be used by the government to make appropriate acquisition decisions. The United States Army Corps of Engineers (USACE) Portland District is issuing this notice to measure the interest and availability of other than large business firms, including HUBZone, 8(a) or Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB) or other Small Business concerns that are capable of Testing Electrical PPE equipment and onsite Bucket truck Testing at Detroit Dam and the capability to provide replacement items if tested items failed. This requirement will be set up as a Blanket Purchase Agreement for 5 years. Calls will be place under this agreement to meet the needs of the Government. Work will vary in scope and quantities and will be assigned by individually quote requested Call under the BPA. This procurement will be done in accordance with FAR Part 13. The NAICS code for this procurement is 541380 with a size standard of $14 million. Services required include, but not be limited to the following: Item Inventory QTY Description Test Location Gloves 26 High Voltage Offsite Gloves 34 Low Voltage Offsite Blankets 4 36 quote mark x36 quote mark Offsite Blankets 0 Any other size Offsite Hot Line/ Live Line Tools 6 Greater than 10'Onsite/ The Dalles Dam Hot Line/ Live Line Tools 1 Less than 10'Onsite/ The Dalles Dam High Voltage Instruments 5 Onsite/ The Dalles Dam Personal Protective Grounds (PPG) 14 Any length with clampsOnsite/ The Dalles Dam Bucket Truck 1 Onsite/ The Dalles Dam Off Site Testing: All Items shall be tested in accordance with EM 385-1-1, ASTM and IEEE standards. A paper test report shall be submitted with the shipment. On Site Testing: Items shall be tested in accordance with EM 385-1-1, ASTM and IEEE standards, Reports shall be submitted within 7 days of testing. All shall be stamped with their unique individual identification number, test date and voltage tested. In order to determine the extent of industry interest and experience in the requirement, interested firms shall present the following information: (1) Data Universal Number System (DUNS) number and CAGE code; (2) socio-economic classification(s) (e.g., 8(a), small business, small disadvantaged business, etc.) as they relate to NAICS code 541380. (3) A brief overview of the firm's capabilities and experience for offsite and onsite testing. (4) Proposed commercial standards method of testing for all items. For onsite testing: submit required time needed to perform the test on each item. (5) Proposed shipping/freight method under commercial standards. It is the intent of the Government to identify the best cost effective method to meet the needs of this requirement. The response to this notice shall be in summary format and shall not exceed three (3) pages. Do NOT send an SF 330. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Companies or individuals interested in responding are invited to submit their information via email only to Michael I. Grasso at Michael.I.Grasso@usace.army.mil. All attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Responses should be received by 3:00 p.m. PDT, 2 May 2013.
