- 1.CONTRACT INFORMATION: This contract(s) is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Architect-Engineer (A-E) services are required for an Indefinite Delivery Type contract to provide for the primary disciplines of Structural, Civil, Geotechnical, Hydraulic, Mechanical and Electrical engineering (each of equal priority); additional disciplines are Architecture, Landscape Architecture, Cost Engineering and Specification Writing. The A-E shall furnish all necessary labor, management, facilities, supplies, equipment and materials to provide A-E services required for planning, engineering design and construction engineering services for civil works projects and support for other agencies as generally described below and as specifically described in each task order. During the prosecution of the work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of the work. It is anticipated that this contract will be awarded by September 2013. This procurement is 100% Small Business Set-Aside. North American Industrial Classification System (NAICS) code is 541330, which has a size standard of $14,000,000 in average annual receipts. The Government may award up to two contract(s) in response to this announcement, at any time up until one year from the closing date of this announcement. In the final selection process, the most highly qualified firms may be interviewed. This contract will have a base period not to exceed one year and four one-year option periods, for a total IDIQ value not to exceed $4,500,000. The Contractor is guaranteed no less than $9,000 the first year and $4,500 for the option periods, if exercised. In the future, the District may award IDIQ contracts to perform work that may be encompassed by this announcement. If more than one firm is selected, the top ranked firm will be awarded the first contract, the second ranked firm will be awarded the second contract, and so on. If necessary, secondary selection criteria will be used as a tie breaker between firms considered as technically equal. Work under any awarded contract is subject to satisfactory negotiation of individual task orders. Work will be ordered by negotiated firm-fixed price task orders. The Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate an order: Performance, capacity to accomplish the task order in the required time, specialized experience, professional qualifications and knowledge of the region. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined by the employee's office location (not the location of the work). Rates will be negotiated for each 12-month period of the contract at the time of the original IDIQ contract award. 2.PROJECT INFORMATION: A-E services are required for various civil works projects and support for other agencies. The primary A-E service capabilities desired include the following types of projects and related skills and experience: a)Flood Risk Management projects to include levees, floodwalls, diversion channels and pumping stations; also the rehabilitation of existing protection systems and the formulation and design of new protection systems involving primarily riverine flooding. Rehabilitation work may include design improvements to meet desired outcomes such as increased resiliency, reduced risk, higher levels-of-protection, improved operation, and recreational and aesthetic enhancements. New protection systems could involve floodwall, levee and diversion channel design and analysis; utility and roadway relocations; diversion structures; aqueducts; roadway or railroad closure gates; relief wells; interior drainage structures; and pumping stations. Expertise in MCACES cost estimating and SpecsIntact specifications related to flood risk management projects is a requirement. b)Navigation projects, to include rehabilitation of locks and dams and channel and harbor projects. Rehabilitation work may include the repair and replacement of deteriorated concrete; outdated machinery and electrical systems; lock and dam gates including miter, sector, tainter and roller gates; harbor walls; wharves; and general improvement and modernization of the facility. Design work may include geotechnical investigations and design, hydraulic design, foundation design, steel and concrete design, hydraulic steel structure analysis, hoists, de-icing system design, and electrical system design to include PLC systems. Expertise in MCACES cost estimating and SpecsIntact specifications related to inland marine transportation facilities is a requirement. c)Other Civil Works projects: a variety of projects such as dam safety, recreation, ecosystem restoration, dredging, parking lots, roadways, security fencing, small buildings, erosion protection, landscaping and water/wastewater structures. Work could include the rehabilitation of existing facilities and new design of proposed facilities. Design work may include dam safety analysis, hydraulic design, civil-site design, architectural design for buildings, bridge inspections, and geotechnical investigations and design. Expertise in MCACES cost estimating and SpecsIntact specifications related to general civil works projects is a requirement. d)The services are primarily within the St. Paul District boundaries (all or portions of MN, ND, SD, WI, and IA). However, individual task orders may be written by other Corps Districts for work within the Continental United States (CONUS). Submittals shall demonstrate experience using software products identified below. Services provided under this contract will include, but are not limited to: i)Preparation of preliminary and final designs and reports, including preparation of drawings using computer-aided design (CAD), and delivering the two or three-dimensional drawings. CAD GRAPHIC FORMAT. All CAD data shall be delivered in Bentley Systems' MicroStation (Release V8i or later) native two- and three-dimensional electronic format (i.e.,.dgn,.cel), and compatible with Windows XP, the Government's target system. The A-E shall ensure that all electronic files and data (e.g., base files, reference files, and cell libraries) adhere to the standards and requirements specified herein. Digital terrain models, alignments, roadway modelers, template libraries, other ancillary files, and drawings utilized by the A-E in the design of the project to be delivered shall be compatible with Bentley Systems' InRoads. If files are not developed in the Bentley Systems' MicroStation native format, in addition to the converted files all native files shall be delivered. Conversion accuracy is the responsibility of the contractor. All submittals shall be generated from the target system (i.e. PDFs shall be created from design (DGN) files). CAD STANDARDS. Drawings shall be prepared in accordance with the applicable provisions of the National CAD Standard, Architectural/Engineering/Construction (A/E/C) Computer Aided Design (CAD) Standard, MVD CAD Supplement to the A/E/C CAD Standard, and Standards Manual for the St. Paul District. The Government will provide the A/E/C CAD Standard, the MVD CAD Supplement to the A/E/C CAD Standard, and the Standards Manual for the St. Paul District. The standards version will be specified in each Task Order. If implemented, the Contractor will select BIM application(s) and software(s) of choice, but all submitted BIM Models and associated Facility/Site Data shall be fully compatible with any of the following file formats: Autodesk Revit 2011 or Autodesk Revit 2012, or Bentley BIM with associated USACE Bentley BIM Workspace. If a Task Order requires BIM on the project, the version & requirements will be specified in the Task Order. iii)All GIS data (including geospatial data acquisition and map development for use in a GIS) shall conform to the most current release of the SDSFIE; iv)Preparation of specifications using the Unified Facilities Guide Specifications (UFGS), produced using most recent version of SpecsIntact software following the CSI Format Divisions. v)Preparation of quantity take-offs and MCACES cost estimates using MII (version 4.1 or later) software; vi)Preparation of computer-generated geotechnical databases using gINT (Release V8i or later) and Data Forensics Rapid CPT, as required. vii)Construction engineering services including shop drawing review, contract modifications, engineering advice during construction, field inspection, preparation of operation and maintenance manuals, on-site construction QA services; viii)Water resources and related planning studies to include alternative assessments, NEPA documentation, formulation and evaluation; ix)Construction scheduling services including use of Primavera and MS Project scheduling software. x)Inspection, evaluation, and reports on completed works or projects; xi)Site Development; xii)Value Engineering; xiii)Technical Reviews and Analysis in accordance with USACE Criteria. xiv)Surveying e)Specific versions of all required software will be identified at the time that a task order is issued. f)Any task orders issued for the Fargo Moorhead Metro project will require the AE work in MicroStation and InRoads. 3.SELECTION CRITERIA: The specific selection criteria (a through e are primary and f and g are secondary and will only be used as tie-breakers) in descending order of importance are as follows and must be documented with resumes in the SF330. a)Professional Qualifications: The selected firm must have, either in-house or through consultants, the following certified or licensed professionals: (1) Structural; (2) Geotechnical; (3) Civil; (4) Hydraulic; (5) Mechanical; (6) Electrical; (7) Cost Engineers; (8) Architects; (9) Landscape Architects and; (10) Environmental Professional (See ASTM E1527). Other required experienced personnel include: Specification Writers; Engineering Technicians and CAD Technicians, GIS Technicians. Evaluation will consider education, training, registration, and overall and relevant experience of key personnel who will be assigned to this contract. Resumes contained in Standard Form (SF) 330, Part I, Section E, Page 3 shall be completed for each discipline. b)Specialized Experience and Technical Competence of the following: (1) Corps civil works engineering and architectural design, for large and small projects per Section 1 - Contract Information and the preparation of Corps project plans and specifications of the following: a. Flood Risk Management projects, b. Navigation projects, c. Other civil works projects. (2) Preparation of engineering planning reports such as reconnaissance, feasibility, navigation rehabilitation evaluation, general reevaluation and design documentation reports; (3) Construction engineering; (4) Capability to deliver CAD files in the Bentley Microstation format; (5) Quality management procedures to include Quality Control Plans; (6) Effectiveness of the project team including management structure; coordination of disciplines, subcontractors and prior working relationships; (7) Construction cost estimation and preparation of estimates using the most current MII version of MCACES; (8) Construction specification writing and preparation of specifications using SpecsIntact; (9) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. c)Capacity to accomplish the work in the required time. (1) Ability to meet overall project schedules and certain phase schedules; (2) Ability to accomplish multiple task orders simultaneously in a one-year contract period for delivery of a quality product on a timely schedule, and capacity to perform up to $4,500,000 in work of the required type in a single contract period or over the life of the contract. The evaluation will consider the availability of an adequate number of key personnel, equipment availability and the extent of in-house facilities, versus subcontracting needs; d)Past performance on DOD and other contracts with respect to quality of work, cost control and compliance with performance schedules. Evaluations will be based on established ACASS ratings and other credible documentation included in the SF330 with respect to cost control, quality of work and compliance with performance schedules. e)Knowledge of the Upper Midwest region, including but not limited to 1) cold climate engineering, design and construction, 2) soils within the St. Paul District Boundaries, and 3) foundation and stability issues within District Boundaries. f)Location of the firm in the general geographic area of the St. Paul District including the office location of each person named to work on this contract. g)Volume of DoD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB. Volume of work for the St. Paul, St. Louis and Rock Island Districts will also be considered under this factor. The last two factors are secondary and will only be applied as tie-breakers, if needed, among the technically most qualified firms. 4.SUBMISSION REQUIREMENTS: a. Interested firms having the capabilities to perform this work must submit five hard copies of their SF330 and one CD copy, each containing Parts I and II of the SF330 information to the address below not later than 3:00 pm CST on 13 May 2013. No submittals will be accepted after the time and date specified above. The SF330 should be complete and specifically address the requirements of this announcement. The firm shall present a proposed organization chart and a narrative describing how the organizations will function. Those functions to be subcontracted out and to which entity shall be clearly identified and at what office (specify the address of the office and key person that is assigned there). Include in your submittal the firm's DUNS number in SF 330, Section C, Block 9. Each copy shall be divided by tabs (dividers) separating Parts I and II, and tabs dividing the subsequent sections from each other (Note: Parts I, II, and Subsequent Sections are as defined in the SF330 Instructions). b. SF330, Part I, Section H (Additional Information) shall contain the following information. a)Item 1 - Management Plan - Include the information requested in Paragraph 3b above. b)Item 2 - Capacity to complete the work. Reference Paragraph 3c above. Provide a 1-2 page narrative discussing the capacity of the design firm to meet schedules, including adequacy of qualified personnel available and past experience in meeting tight design schedules. c)Item 3 - Volume of Federal contract actions received within the last 12 months - Reference Paragraph 3g above. Provide a complete listing of all Federal projects designed within the last 12 months. d)The SF330 shall have a page limit of 150 pages, and will have a limit of twelve projects illustrating specialized experience. A page is one side of an 8 x 11 sheet. If a fold-out is used, each sheet of a fold-out shall count as a minimum of 2 pages. Font size shall not be less than 10 font and margins shall between 1/2 inch to 1 inch. The SF330 shall clearly delineate the type of CAD equipment hardware and software intended for use on this contract, the years of operating experience by the appropriate personnel using the CAD system, and the conversion/translation methods to be used. The references to other projects should indicate the CAD system utilized. e)To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. For instructions on registering with the SAM, please see the SAM website at https://www.sam.gov/portal/public/SAM/. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different SAM records for the same vendor at the same physical location.
