Description
NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to competitively acquire on an unrestricted basis radio frequency shielded enclosures (shelters) with weatherization and electrical and fire suppression systems to house the electronic equipment for the Relocatable Over-The-Horizon (ROTHR) system in support of the Forces Surveillance Support Center, Chesapeake, VA. The weight of the enclosure shall not exceed 7,000 pounds, exclusive of the electronic equipment furnished by the Government. The enclosures shall provide environmental, physical, and electromagnetic protection for all installed equipment. The enclosures shall be designed and manufactured to have a minimum life expectancy of 20 years, assuming normal maintenance. It is anticipated that a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity type contract will result from the competitive, unrestricted solicitation. The Government estimates an overall maximum ordering quantity of 90 total shelters over a five year ordering period to support the ROTHR Transmit and Receive sites in Virginia, Texas, and Puerto Rico. Estimated delivery is not greater than eight months after issuance of a delivery order under the resultant contract. The solicitation will require the submission of price and non-price or technical proposals. The evaluation of proposals will consider the offeror ™s non-price proposal more important than price. The applicable North American Industry Classification System (NAICS) code and size standard are 332311 and 500 employees, respectively. Upon issuance, solicitation N00189-13-R-Z063 will be made available electronically at the following internet address: http://www.neco.navy.mil. Interested parties are responsible for monitoring the aforementioned website for posting of the solicitation and any amendments issued hereto. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
