- Contracting Office Address Department of Health and Human Services, National institutes of Health, National Institutes of Health (NIH), National Library of Medicine, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20892 Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure on a sole source basis with Rigaku Americas Corporation, 9009 New Trails Dr, The Woodlands, T X 77381for a Silver Service Maintenance Agreement to cover X-ray Diffraction Equipment. The NIDDK intends to acquire the maintenance service contract covering two rotating anode X-ray generators, one imaging plate X-ray diffraction detector and one mosaic CCD detector, and two associated Haskris heat exchangers. Continued operation of all these equipment is essential as the X-ray laboratory is an NIDDK resource and over 30 scientists are dependent on it for their research. The service contract offered by Rigaku Americas Corporation covers the essential maintenance needs of these X-ray instruments. Rigaku Americas is the sole source of such maintenance contracts. Coverage : Maintenance and Repair Service All on-site labor and repair travel and living expenses for one (1) advanced scheduled onsite service visit per contract period. Additional field service calls for PM's will be billed on a per call basis @ $2,500 each. Onsite Emergency repair service as deemed necessary by a qualified Rigaku Service Representative Repair hours are Monday through Friday 8:00 A.M. to 5:00 P.M. Saturdays, Sundays, and Rigaku recognized holidays are excluded. All non-consumable parts required to replace defective parts that failed under normal operating conditions. Technical phone support Monday- Friday during normal business day operations 8:00A.M. - 5:00 P.M. Central time (excludes Rigaku recognized holiday). 72 hour / best effort onsite service response. Shipping, 3 day ground to the customer site. Included in contract is: one (1) anode rebuild kit, anode balancing and cleaning per year, per generator to be used during the contract period. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIDDK Acquisitions Branch on or before 11:00 AM EST on May 1, 2013. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NIDDK Acquisitions Branch to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
