- The National Park Service, Historic Preservation Training Center, is soliciting proposals to design, build and place in satisfactory operation fire and intrusion detection systems for two different locations: Marmion Row located at Harpers Ferry National Historical Park (HAFE), Harpers Ferry, West Virginia, and the Gambrill House located at the Historic Preservation Training Center (HPTC), Frederick, Maryland. The Contractor shall provide all equipment, materials, correspondence, supplies, staging, labor and travel necessary to survey, remove, and replace all on premise fire and intrusion alarm systems in the two different locations. This includes design, installation and placing in satisfactory operation all of the necessary components to provide standard systems compatible and integrated with adjacent NPS systems in accordance with specified program requirements, latest industry standards, and all applicable codes include NFPA, NPS Reference Manual 58, NPS, National Capital Region (NCR) Fire Protection System Requirements and the American Disabilities Act (ADA). The Contractor shall verify and document all dimensions and components needed to complete the work. All new device locations and wiring routes shall be coordinated with the Contracting Officers Representative (COR) to minimize disturbance to historic fabric. Systems shall be compatible with existing Honeywell Silent Knight Fire Alarm and Honeywell Vista Intrusion systems installed within HAFE over the last several years. Marmion Row consists of four buildings and contains exhibits, office and dormitories as follows: Building Number 1A, Harper House (exhibits), 4,291 square feet; Building Number 1B, Wager House (offices), 5,460 square feet; Building Number 1C, Quarters (dormitory), 2924 square feet and Building Number 1D, Quarters (dormitory), 2,934 square feet. The Gambrill House consists of two separate buildings which both house offices. The Gambrill House is 9,900 square feet and the Gambrill House Garage is 440 square feet. Both locations have existing systems. Marmion Row Buildings 1A and 1B each have independent combination fire and instruction alarm systems which are Moose (Sentrol ) Z200 alarm panels with associated commercial off the shelf sensors. The systems are functional but the panels are no longer supported by the manufacturer and are beyond their useful life. The Gambrill House fire alarm and intrusion system is a Faraday model 6110-FSP with associated compatible devices. The existing system is manufactured by First Alert and is connected to commercial off the shelf sensors. These systems are functional but outdated and no longer meet the NPS, NCR standards for alarm systems. All fire and intrusion alarm systems are currently monitored at redundant US Government Central Stations, located at the National Capital Region Communications Center (NCRCC) in Hagerstown, Maryland and the US Park Police Communications Center in Washington, D.C. Both Centers use Radionics 6600 digital receivers to receive alarms and other reportable events over standard telephone lines and the SIMS alarm management application for alarm annunciation and user interface. The systems receive data in Contact ID format and all reportable events are transmitted to both sites. NCRCC is the primary center for monitoring NCR and NPS parks outside the greater Washington, D.C. area including HAFE and HPTC. The estimated construction range for work associated with the Basic Requirement is between $25,000 and $100,000. A Pre-proposal Conference and Site Visit will be held on May 16, 2013 9:30 a.m. at Marmion Row, Building 1A, Harpers Ferry, West Virginia and 1:00 p.m. at the Gambrill House, 4801A Urbana Pike, Frederick, Maryland 21704. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Technical Approach; Criteria B, Commercial/Institutional Alarm System Replacement Project Experience; Criteria C, Historic Preservation experience of proposed personnel; and Criteria D, Price. The Government anticipates award of a firm-fixed price contract on or before June 28, 2013. The Solicitation will be issued electronically on the Federal Business Opportunities Website http://www.fedbizopps.gov. Offerors interested in doing business and receiving a copy of the Solicitation must register on the Fed Biz Opps (www.fedbizopps.gov). The Solicitation with specifications and drawings shall be posted on or about May 9, 2013. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the solicitation package, on or before 12:00 p.m. local prevailing time on May 24, 2013.
